Job description:

AVP, Assistant Payroll Manager is responsible for administering all aspects of the payroll process for employees; the technical and analytical functions of the Payroll Department, inclusive, but not limited to, proficiency with the HR (payroll & benefits) systems, monthly/periodic reporting of employee-related data to internal groups and external vendors, ad hoc report generation, auditing, data integration and implementation, Subject Matter Expert for Payroll & Benefits matters, support all locations in 9 states. Stay current on tax and pay policies for multiple states.

Provides back-up and support to FVP, Payroll Manager. Performs responsibilities with minimal supervision while following established policies and procedures. Seeks guidance on new complex issues when appropriate.

DIRECT REPORTS

The incumbent has no direct reports but has some oversight and acts as a mentor and coach to the HR Specialists and is back up in the absence of the FVP, Payroll Manager.

ESSENTIAL FUNCTIONS

Payroll Process

• Update payroll records by entering changes in exemptions, insurance coverage, savings deductions, and job title and department/division transfers.
• Calculate retroactive pay, and assist with input of all salary changes, deductions, etc.
• Determine payroll liabilities by calculating employee federal and state income and social security taxes and employer’s social security, unemployment, and workers compensation payments.
• Ensure the processing of new hires, temporary workers, transfers, promotions, and terminations is accurate and timely.
• Resolve payroll discrepancies by collecting and analyzing information.
• Provide payroll information by answering questions and requests.
• Assist FVP, Payroll Manager with payroll activities (bi-weekly, multi-state payrolls; payroll tax filings; W2 reconciling and processing, payroll garnishments)

Payroll system maintenance and administration

• Responsible for the accurate preparation, documentation, and distribution of payroll via the payroll system.
• Maintain payroll system (Dayforce) including troubleshooting issues, reporting, configuration and testing to implement solutions.
• Maintain payroll operations by following policies and procedures; reporting needed changes.
• Maintain payroll information by collecting, calculating, and entering data.

Benefits: 401K, ESOP, RSU, vacation and sick

• Reconcile and certify 401k employer and employee contributions between payroll records and trustee records monthly.
• Administer and process 401K Plan including monthly open enrollments.
• Administer and process Restricted Stock Units.
• Maintain ESOP account.

Unemployment or Disability

• Administer the bank’s Leave of Absence program including sending designation letters and notifying employees of the related laws, company policies and procedures.
• Reply to state disability and unemployment claim notifications and answers all government questionnaires.

Compliance

• Maintain employee confidence and protects payroll operations by keeping information confidential.
• Evaluate the Dayforce system to identify and recommend process improvements.
• Analyze new rules and regulations and ensure compliance of Dayforce setup.

Reporting: Tax and wages for all states & agencies, like EEO, Vet 4212, departmental requests

• Prepare and submit government required reports, such as Labor Statistics, Multiple worksites, EEO1, VETS-4212, Form 5500 for all employee benefit plans, etc.
• Prepare reports by compiling summaries of earnings, taxes, deductions, leave, disability, and nontaxable wages.
• Assist in processing periodic payroll taxes after each payroll based on state/federal guidelines using Dayforce.
• Review quarterly tax deposit reports prepared by payroll service for federal, state, and local tax agencies.
• Create HR and PR related reports for managements.
• Assists in gathering appropriate compensation data for internal use.
• Act as tax liaison for all states.

Audit: SOX, 401K, ESOP, WC

• Participates in technical studies and evaluations of business requirements and technological alternatives. Prepares information and copies for the annual audit of 401(K) Plan and ESOP Plan.
• Reconcile and certify bank control accounts, general ledger expense accounts and general ledger suspense accounts used by HR department monthly.
• Ensure SOX compliance about Payroll controls, complete SOX audit quarterly.
• Responsible for working with outside vendors, Internal and outside auditors to audit, process and reconcile payroll.

Wealth Management

• Provides compensation data (monthly wages) to Wealth Management department to calculate Financial Advisor commission.
• Reconcile Financial Advisor commission with the supporting data provided by Wealth Management, and process payroll accordingly.
• Review Financial Advisor Compensation Plans to ensure payroll is accurate based on the monthly salary, draw, and commission percentage.

Other

• Meet tight deadlines and prioritize competing workloads.
• Assist employees with individual questions about their deductions, with-holdings, 401k contributions or any changes.
• Complete surveys such as salary surveys, occupational employment surveys, compensation data by EEO1 category and location, health insurance cost studies etc.
• Provide training to Dayforce end-users on new functionalities.
• Prepare communications, documentation, and forms, such as updating Payroll guidelines.
• Performs special projects and other assignments when required (ie annual merit and bonus allocation, regulatory reporting).
• Serve as back-up to Payroll and Benefits Officer.
• Assist in the supervision of the HR Specialists.

Qualifications:

QUALIFICATIONS

• Education: College degree in Accounting or Human Resources preferred but not mandatory.
• Experience: Minimum 5 years experience in a payroll and benefits administrative environment. 1-2 years of supervisory experience. Ideal employee will have detailed level experience with payroll systems such as Ceridian and benefit carrier systems. Also experienced with databases and database management tools.
• Required Skills/Abilities: Proficiency with MS Excel Skills (filter, pivot tables, Vlookups and macros), strong SQL and Database Skills. Time management and ability to prioritize. Precision, highly organized and detail oriented. Ability to learn quickly in a fast-paced environment. Strong problem resolution skills. Strong verbal and written communication skills.
• Additional Preferred Skills/Abilities:
  • Past project experience with integration technologies ie ETL, data migration, and packaged applications.
  • Bilingual Chinese is a plus but not required.
  • Leadership skills.
