He/she shall work in accordance with the policies of the School Committee for the purpose of facilitating and promoting the economical use of all resources under the jurisdiction of the School Committee and to maintain an effective relationship between the system’s business operations and the objectives and needs of the system’s educational programs and services;5.Coordinates budgeting, payroll/benefits, accounting and operations information with the appropriate Town Offices.Supervises: Food Service Director, Transportation Staff (Coordinator, School Bus Driver), Payroll and Benefits Specialist, Accounts Payable Specialist and Accountant.Performance Responsibilities: 1.Financial Planning and Budgeting- Develop and coordinate development and implementation of the annual budget, multi-year financial projections, capital planning and development, and the budget calendar;- Assist building principals and directors in developing building and department-based budgets and provide regular counsel on fiscal and operational areas;- Prepare and submit the annual school budget and audited annual financial reports in compliance with the state requirements;- Prepare multi-year projections of revenues and expenditures;- Develop special revenue fund budgets and fees for review and vote by School Committee;- Review Finance and Operations Office performance with respect to overall financial condition;- Oversee implementation of all grants from a financial perspective;- Serve on the School Committees Finance Subcommittee;- Submit periodic statements to School Committee detailing the status of the budget appropriations.2.Accounting and Finance Systems- Prepare quarterly financial reports for the School Committee and highlight any permanent variances in revenues or expenditures;- Investigate pertinent areas of operation through appropriate use of the internal audit process;- Monitor fund accounting and ensure compliance for all special revenue and grant funds; – Oversee Waylands financial assistance program as coordinated with the Free and Reduced Lunch and Breakfast Program;- Arrange and coordinate the preparation of the annual financial audits and any internal audit assignments required or requested by the Superintendent or the School Committee;- Maintain liaison relationship with the schools legal counsel and other local government officials;- Work closely and cooperatively with State, Town, and/or independent auditors and make audit reports available to the School Committee.3.Payroll and Benefits- Oversee bi-weekly payroll generation in alignment with budget and ensure accuracy;- Monitor processing and reporting of accruals;- Track MTRS monthly reporting;- Conduct periodic internal audits of payroll data and work with Payroll Specialist and Human Resources Administrative Assistant to correct errors and process journal entries;- Track fringe benefits costs, project annual budgets and report periodically to the Town.4.Purchasing and Supply Management- Ensure that the process operates in an economical manner and in accordance with budget limitations, School Committee policy, and the State laws;- Ensure accurate and timely payments of all legitimate accounts payable items;- Prepare required warrant payment reports for School Committee approval;- Direct and monitor the bid and request for proposal process, act as final negotiator for all supplier contracts, complete all purchase order and all contract requirements;- Work with other administrators and/or Town officials on the financial aspects relating to the planning, construction, and contracting of capital projects.5.Personnel Management- Assist in the negotiations of the collective bargaining agreements; – Communicate regularly with Human Resources Manager regarding open positions, staffing levels, compensation and personnel coding within financial software system;- Recruit personnel for all positions which fall within the area of school business management;- Handle individual and group problems that relate to payroll, benefits, policy and procedure;- Provide guidance and information whenever possible.6.Program Management- Develop a comprehensive plan for the operation of the total school business services program;- Delegate the authority necessary to accomplish department functions;- Implement and observe all School Committee finance and operations policies for the district;- Develop and operate a management control system that monitors department activities;- Keep abreast of issues and trends in the areas of school business administration through literature, participation in school business officials associations and attendance at approved workshops and seminars.7.Community Relations- Prepare enrollment projects and assist in projecting staff requirements;- Participate in local, regional, state, and national professional/educational organizations to stay abreast of school finance and related issues;- Regularly confer with building principals and administrators regarding problems/solutions related to district operations;- Work collaboratively with the Town staff and committees;- Approve all purchases between the district and outside contractors.8.Food Service- Supervise the Food Service Director or Food Service Management Company responsible for the delivery of the food service program;- Monitor the general operations and financial procedure of the food service program;- Oversee the Free and Reduced Price Federal Lunch Program component;- Work with the Food Service Director to monitor and ensure the favorable performance of the Food Service Program;- Responsible for nutrition, health, and safety standards being in compliance with federal, state, and local regulations;- Approve pay request for services provided and contract modifications.9.Transportation Services- Oversee the bus transportation contract and its procurement;- Supervise the Transportation Coordinator and oversee the efficient use of the districts transportation routing software; – Work with contracted service provider to develop bus routes and coordinate efforts to provide efficient services;- Manage contract for services.10.Office Management- Oversee the day-to-day operations of the district finances and business operations;- Recruit and interview qualified personnel for staff openings assigned;- Recommend qualified replacements to the Superintendent of Schools;- Establish programs of orientation and staff development for assigned staff; – Make salary recommendations for budget purposes for assigned staff;- Evaluate and make employment decisions and recommendations to the Superintendent of Schools.11.Facilities- Regularly confer with Director of Public Buildings and Facilities Manager regarding need/interests of schools as defined by administrators and identify problems/solutions related to school building operations and on all financial and budgetary matters;- Participate in school facilities short- and long-term project planning;- Monitor maintenance work orders and project prioritization;- Oversee facilities and maintenance budgets and monitor expenditures.12.General Administration- Act as advisor to the Superintendent concerning financial affairs and matters of general importance to the education program;- Provide necessary business services in cooperation with the instructional activities of the school district;- Participate in the decision-making and policy development processes within the system;- Participate constructively in professional meetings with administrative staff and colleagues;- Perform other job related duties and tasks as may be assigned by the Superintendent of Schools.Terms of Employment: 1.Twelve-month position with 25 days annual leave;2.Competitive compensation package;3.Other conditions and benefits as negotiated in accordance with School Committee policies.Performance of this job will be evaluated by the Superintendent in accordance with School Committee policy and Massachusetts statutes.The responsibilities and duties listed are illustrations of the various types of work performed.
