The Sustaining Technical and Analytical Resources (STAR) is a five-year cooperative agreement implemented and managed by the Public Health Institute in partnership with the University of California San Francisco (UCSF) supported by the US Agency for International Development (USAID). STAR will improve the effectiveness of global health programs worldwide by developing and strengthening the capacity of global health professionals. Leveraging the expertise, resources, and partnerships of academic institutions and the private sector, STAR will also contribute to building the capacity of institutions in developing countries that provide technical leadership and to improving systems that promote technical collaboration across the global health community.
STAR seeks to strengthen the technical and analytic professional cadre of human resources for global health through placing fellows and interns in external institutions and within USAID, primarily in partnerships with institutions of higher learning, development research organizations, and health professional associations.
Reporting directly to the Finance Director, and in collaboration with the PHI Grants and Contracts (G&C) Specialist, the Finance Manager will support STAR’s financial management and operations for a budget of $113 million with multiple activity numbers and budget components. They will ensure financial functions support the timely and effective implementation of STAR activities. They will oversee financial management of STAR’s subawards and serve as key interface with STAR partners and vendors to ensure that resources are allocated and used in compliance with contractual requirements, applicable regulations, and appropriate standards and procedures.
Pay: $85,098 to $106,133 per year. The typical hiring range for this position is $85,098 to $106,133 based on 100% FTE. The starting salary is determined based on the candidate’s knowledge, skills, and experience.
