JOB DUTIES
ESSENTIAL TASKS:
The tasks listed below represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
Reviews purchase requests to ensure compliance with approved budget.
Oversees vendor relationships. Evaluates and approves purchases. Monitors compliance with County Procurement Ordinance. Ensures that public funds are spent in the best interest of the York County Sheriff”s Office and the citizens of York County.
Maintains financial records for York County Multi-jurisdictional Drug Enforcement Unit. Duties include reconciling seizure and forfeiture accounts, investing funds, issuing checks and preparing periodic reports.
Develops, prepares, and creates budgets for the Sheriff’s Office. Prepares supporting documents for budget requests, reporting, and implementation.
Approves payment of invoices.
Reviews and manages budgetary accounts. Develops forecast of anticipated revenues and expenditures.
Prepares periodic and special reports for management and other stakeholders.
Prepares financial reports for state and federal grants. Attends grant meetings and works directly with grant administers and personnel.
Maintains and reconciles independent checking accounts.
OTHER DUTIES:
Serves as a liaison to banking institutions. Coordinates special projects outside of the financial area.
QUALIFICATIONS
EDUCATION AND EXPERIENCE REQUIREMENTS:
Completion of Bachelor’s degree and five years of experience. MBA preferred
CERTIFICATIONS AND LICENSES:
A valid state driver’s license is preferred. CPA or CMA preferred.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of financial, accounting and budgeting rules, regulations, laws and procedures. Knowledge of county and Sheriff’s Office operations, policies, procedures, and protocols. Knowledge of general office procedures and protocols. Skill in Microsoft Excel, Word, and PowerPoint. Skill in SmartFusion accounts payable, budget prep, fund ledger and purchasing modules. Ability to communicate orally and in writing. Ability to effectively utilize computers, copiers, telephones, calculators, fax machines. Requires performing supervisory work involving policy and guidelines, solving both people and work related problems. Requires the ability to add, subtract, multiply, divide, and calculate ratios, rates and percentages.

Communicate with internal and external groups, write manuals and complex reports, persuade or influence others in favor of a service, point of view, or course of action.
Perform skilled work involving almost constant problem solving. May be responsible for actions of others, requiring almost constant decisions affecting co-workers, clients or others in the general public.
FINANCIAL AUTHORITY
Handle cash transactions; prepare and process purchase orders. Bill or reconcile records, including departmental budget records and other related information such as subcontracts. Manage inventory, property, or loss control. Purchasing authority: the ability to purchase goods or services worth more than $100 without securing approval from another authority or Financial Recommendations; the ability to make recommendations that impact resource allocation. Manage or administer budget within assigned department.
TOOLS AND EQUIPMENT USAGE
Use office machines such as copiers or calculators. Use computers for data entry; or handle, use, or repair hand-held power equipment or light machinery. Use computers for word processing, spreadsheets, PowerPoint presentations, or custom applications.
PHYSICAL DEMANDS / WORK ENVIRONMENT
PHYSICAL AND DEXTERITY REQUIREMENTS:
Requires work involving: standing, walking, stooping, kneeling, crouching, or crawling under 1/3 of the time; sitting
gripping or feeling with hands, reaching with hands and arms, talking, or hearing 1/3 to 2/3 of the time; and lifting up to 10 pounds over 2/3 of the time.
VISION REQUIREMENTS:
Close vision (clear vision at 20 inches or less).

The job may risk exposure to: indoor environment, outdoor environment, noise, extreme temperatures, vibration, moisture and/or humidity, dust, and poor ventilation.
