(1) Operations Accounting Manager – Member Records
Reporting to the Deputy Chief Financial Officer, this position oversees the Member Records section which includes Employer Reporting , Member Account Maintenance, Purchase of Prior Service and Data Integrity and Quality teams. The position monitors, supervises and evaluates the day-to-day activities for the team in an effective and efficient manner ensuring the timely and accurate recording, reporting and reconciliation of all operations accounting receipts and payment transactions maintained and recorded in our line of business (LOB) system. The LOB system maintains the detailed accounts receivable subsidiary ledgers and generates all benefit disbursements made to individuals, taxing authorities, and third-party vendors.
Primary responsibilities include ensuring all transactions are accurately interfaced to the VRS General Ledger and are in accordance with Generally Accepted Accounting Principles, state and federal statutes and regulations and the policies and procedures of the agency. This position will also ensure that all receipt and payment processes are working as expected, and all system issues are identified and addressed.
(2) Operations Accounting Manager – Receipts & Disbursements
Reporting to the Deputy Chief Financial Officer, this position oversees the Receipts and Payments section which includes Accounts Receivable and Benefits Disbursements (retiree payroll processing) teams. This positions monitors, supervises and evaluates the day-to-day activities for the team in an effective and efficient manner ensuring all VRS members’ reported are enrolled the in the appropriate VRS benefits, all individual records established are maintained appropriately in our line of business (LOB) system and that all contribution revenue transactions are recorded appropriately in the employer’s accounts receivable account in the LOB and correctly interfaced to the VRS general ledger. The LOB system maintains the detailed benefit enrollment, service, creditable compensation, and contributions for each member throughout their career at VRS participating employers and provides the basis for all future benefit calculations and payments.
Primary responsibilities include ensuring detailed member records support the needs of future VRS benefit program calculations and that all contribution revenue transactions are accurately interfaced to the VRS General Ledger and are in accordance with Generally Accepted Accounting Principles, state and federal statutes and regulations and the policies and procedures of the agency. This position will ensure that all member record processes are working as expected, and all system issues are identified and addressed.
(3) Financial Controls & Disbursements Manager
Reporting to the Controller, this position oversees the Financial Controls and Disbursements section which includes Accounts Payable, Agency Payroll, Fixed Assets and Financial Control (Treasury-related functions, account reconciliations and internal controls). This position monitors, supervises and evaluates the day-to-day activities within the agency’s Finance Department in an effective and efficient manner.
Primary responsibilities include ensuring regulatory compliance, ensuring payments to vendors and employees are done accurately and timely; evaluating and improving internal controls; providing timely and accurate information to management for decision-making; reviewing workflow and recommending changes to improve efficiencies and productivity and ensuring transactions are recorded appropriately in the VRS and Commonwealth of Virginia (COVA) general ledgers. Additionally, this position is responsible for ensuring transactions are in accordance with Generally Accepted Accounting Principles, state and federal statutes and regulations and the policies and procedures of the agency. This position will ensure that all processes are working as expected, and all system issues are identified and addressed.
Minimum Qualifications
Bachelor’s degree or higher in Accounting, Finance or a related field. Certified Public Accountant (CPA), Certified Management Accountant (CMA) or other finance/accounting/payroll certification preferred.
Five (5) years leadership experience in public accounting, general accounting, financial institute accounting or pension and benefit plan accounting. Minimum experience of 3 years with large complex financial systems.
Preferred Qualifications
The best qualified candidate will possess:
Considerable experience in a complex financial organization with experience in pension and benefit accounting;
Experience with financial system testing, management and upgrade;
Experience in upper level supervisory or middle management;
Exposure to government accounting and reporting issues for public pension plans, and/or experience as an auditor.

VRS operates in a hybrid work model. Employees work 2 days onsite and 3 days remote. Candidates selected for any position must be able to come into the office on remote days when required.
