POSITION SUMMARY:
The Federal Government Finance Manager is responsible for all Vigor Industrial and Reporting Segments Federal Government Submissions as well as responding to Government audits, inquiries and information requests. This position is responsible for internal indirect cost analysis, reporting and billing support as needed to accomplish assigned work tasks. It oversees the use of Government cost accounting information internally for compliance monitoring purposes. It ensures the filing of accurate and complete incurred cost claims, compliance with regulatory requirements, the preparation of Forward Pricing Rate Proposals and providing relevant information in any Request for Proposals (“RFPs”).
ESSENTIAL JOB FUNCTIONS AND MAJOR RESPONSIBILITIES: (this is not intended to detail all aspects of the assigned work, but is representative of the job’s overall responsibilities that may be assigned to this position)
Ensure the completion and filing of accurate incurred cost claims as required, and the negotiation and settlement of the final rates.
Prepares and submits Forward Pricing and Billing Rate Proposals, as assigned.
Ensures the Company’s accounting systems are in compliance with Defense Federal Acquisition Regulations (DFARS) 252.242-7006 and is in compliance with any awarded contracts as it relates to Cost Accounting Standards (CAS), to include updates to the CAS disclosure statement document.
Ensure the Company has systems and processes in place to consistently collect and allocate costs to government contracts.
Prepares and manages the preparation of billings, as assigned.
Is a key contact in any and all audits by governmental agencies as it relates to accounting systems, forward pricing rates, incurred cost claims and CAS.
Reviews and assists with the compliant use of direct and indirect rate information applied in Government submissions and reports.
Is a source of information as it relates to CAS, Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) requirements and practices, and the FAR/DFAR.
Provides monthly Government indirect cost management reports and cost analysis to the Executive Team and Project Controls Teams.
Builds and maintains strong working relationships with Executive Management, DCAA and the DCMA.
Leads and coordinates Company personnel in the preparation of direct and indirect rates to support Request for Proposals.
Contribute to process and system improvements as it relates to government accounting.
Ad hoc research, reporting and projects as assigned.
JOB SCOPE:
The Federal Government Finance Manager is responsible for Vigor Industrial, Vigor Ship Repair and Vigor Works Government compliant direct and indirect rate submissions as well as direct financial data required for Government contract compliance. This position operates within standard operating principles related to accounting and applies knowledge of laws and regulations gained through experience and education. Must be able to work independently and as part of the finance and accounting teams, with minimal daily supervision.
SUPERVISORY RESPONSIBILITY: This position is responsible for guidance, review and management of staff work preparation and results. This position may also manage the other work of Government Finance Staff as needed to ensure compliant responses to Government requirements.
INTERPERSONAL CONTACTS:
Working closely with Executive Management and all intercompany departments including but not limited to the accounting department, payroll, project management, sales and others within and without the company, the Federal Government Finance Manager is expected to establish effective relationships and work to resolve challenges.
KNOWLEDGE SKILLS AND ABILITIES:
Knowledge of government indirect rate principles and the preparation of applicable rate support worksheets and submission documents.
Knowledge of legal requirements, regulations and laws applicable to area of assignment (FAR/DFAR).
Attention to detail and accuracy.
Advanced computer skills are required, including familiarity with Microsoft productivity tools (e.g., Word, Outlook). Advanced Excel skills required. Preference given for experience and familiarity with ERP systems and data collection from such systems.
Strong customer service skills; the ability to communicate effectively and professionally with supervisors, peers and government agencies and personnel.
Ability to define problems, gather related data, establish facts, and draw valid conclusions.
Ability to exercise good judgment and make accurate and timely decisions.
Strong organization, information and time management skills.
Demonstrates initiative, and the ability to prioritize tasks in an environment of time constraints and changing deadlines.

EDUCATION AND/OR EXPERIENCE:
Bachelor’s Degree in Accounting or equivalent, from a fully accredited college or university with minimum of 5 years (10 or more years preferred) of general accounting experience in a corporate environment is preferred
Experience working with FAR based incurred cost claims (preparation and audits), allocations of expenses using pool accounting, and in a multi-entity corporate environment
Experience with ERP systems
CERTIFICATES, LICENSES AND REGISTRATIONS: None required, but certificates in Government pricing, contracts and accounting are a plus.
PHYSICAL DEMANDS:
The physical demands for this position are light to moderate. The position requires sitting and use of hands/arms for extended periods of time using a variety of computer programs, electronic communication tools and related office equipment to accomplish work tasks.

The work environment for this job is primarily office-oriented, with the ability to work independently as may be required; some travel may be required but should be limited.
