The Department of Global Health was established in 2007, bridging the schools of Medicine and Public Health, with a mandate to harness the expertise and interdisciplinary power of all UW schools and colleges. The University of Washington International Clinical Research Center (ICRC) was established within the Department of Global Health in 2007. The Center currently has fifteen productive faculty members, approximately 35 highly competent staff who specialize in study operations, regulatory affairs, data management and analysis, and specimen repository operations. The overarching goals of the ICRC are to: 1) Conduct clinical research on HIV and other infectious diseases of public health significance, 2) Evaluate interventions to reduce the burden of disease, 3) Conduct observational analyses and translational research on pathogenesis and new intervention targets, and 4) Mentor graduate students and international collaborators in clinical research. The International Clinical Research Center has an outstanding opportunity for a Grants and Finance Manager to join our team. The ICRC submits approximately 60 grant applications annually, many with multiple international subcontracts, and works collaboratively with more than 50 investigators and organizations outside of the University of Washington to execute our work. The Grants and Finance Manager will provide program administration and management of grants and contracts in support of multiple faculty members. This position will exercise a high degree of independent judgment and has delegated decision-making responsibility for funds management and contract administration. This position must be able to balance multiple priorities and deadlines in a complex environment, with demonstrated ability to prioritize essential tasks with short lead times. The Grants and Finance Manager manages a team of Grants and Finance Specialists and is a member of the senior leadership team of the ICRC. This position reports directly to the Center’s Managing Director. RESPONSIBILITIES: This position requires a high degree of expertise and knowledge of complex proposal requirements both at the University and sponsor level. Successful candidates will be able to understand principal investigators’ programs and to ensure their success, will be expected to understand and interpret complex requirements and be able to prioritize and manage updates from multiple sponsors, both federal and non-federal. Responsibilities include: • The ICRC has a substantial portfolio of complex, international grants and sub-subcontracts. The Grants and Finance Manager will oversee all core fiscal activities for the ICRC, including oversight of over 85 budgets and 150 sub-subcontracts. • Ensure compliance with sponsor requirements, federal policies, local and UW policies. • Responsibility for budget planning for the ICRC by participating in long and short range financial planning and projections. • Active involvement with the development, revision, and implementation of fiscal processes and procedures for the ICRC. • Supervise highly skilled team of Grants and Finance Specialists to meet all deadlines and goals. The Grants and Finance Manager organizes and executes the pre award grant budget preparation and submission process. This includes meeting with faculty to discuss timelines, award agency requirements, grant submission forms, electronic grant submission process and UW grant policies and procedures. Duties include: • Develop research budgets and budget justifications for submission to external funding sources and ensure proposal conformity with agency guidelines. • Coordinate with the administrative team to develop grant submission schedules, delegate duties to staff and ensure adherence to deadlines. • Resolve all non-technical issues that occur during the course of approval. • Interface directly with UW Office of Sponsored Programs and funding agency grants management personnel. The Grants and Finance Manager is responsible for post award grants management. Duties include: • Review of incoming award letters, for budget and award terms. Confer with Principal Investigator (PI) to discuss award and how funds will be distributed. • Authorize the creation of budgets, sub-budgets, subcontracts, consulting agreements and purchase order agreements. • Authorize all necessary accounting transactions to maintain budget integrity; review and approval payroll reports, travel expenses, purchase orders, procard transactions, and subcontract invoices. • Oversee timely reconciliation of monthly BAR’s, monthly variance reports and projections, review budget reports and advise faculty on spending patterns. • Initiate carry forward requests, supplemental requests and no cost extensions. • Maintain ongoing, timely, and effective communication with all relevant parties throughout the entire post-award process, including: PIs, department administrators, Office of Sponsored Programs and other on and off campus units. • Manage the close-out of grants to include equipment management, invention statements, subcontract close-outs, final progress reports, and small business reports. • Interface with auditors and provide access to records and timely follow-up to questions and/or concerns. • Active contribution to the writing of required reports. MINIMUM REQUIREMENTS: • Bachelor’s Degree in Finance or Business and more than five years of experience, preferably in a university setting or other academic research organization, or an advanced degree with at least three years of work experience. ADDITIONAL REQUIREMENTS: • Must have a thorough knowledge of federal contract and grant policies, grant preparation experience and post award management. • Must be able to apply excellent analytical skills and flexibility to work effectively. • Ability to (re) prioritize as necessary to meet critical deadlines. • Strong supervisory skills and good interpersonal skills required to work as a team. • Excellent written and verbal communication skills. • Ability to exercise independent judgment and manage competing priorities using strong organization skills. • Advanced Microsoft Office skills using a range of software programs including MS Work, Excel, and Access. • Exceptional experience developing complex linked spreadsheets. • Demonstrated ability and/or experience handling high volume of diverse tasks, under deadlines, with consistent accuracy and attention to detail. • Flexibility and resourcefulness. Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. DESIRED EXPERIENCE: • Experience and proficiency with UW programs such as the following are a strong plus: SAGE, ASTRA, Ariba, and MyFD • Experience in HIV/AIDS/STD research administration and international research. • Experience with UW pre- and post-award administrative systems. Condition of Employment: • Work hours may exceed 40 hours per week and are deadline dependent. Occasional evening and weekend work is required.
