The Finance Manager (Program Operations Specialist (E S 8)) for Facilities Services and Campus Operations provides strategic direction for all budget and financial activity in the department. This role is the liaison for the department to various offices on campus and within the tri-campus for all financial matters. This position is responsible for managing department budget requests, financial reporting, and related policies and procedures.
The manager position will oversee a complex $8M+ budget with incoming re-charge revenue and state dollars. Additionally, this position will need to oversee and work with partners from across campus and at varying levels of management. It is imperative that the individual in this position have the ability to think creatively, work collaboratively across campus, and be a positive representative for FSCO. The ability to build effective relationships and partnerships is also a key component of this position. Facilities Services, Security & Campus Safety, Environmental Health & Safety and Emergency Preparedness, and Transportation Services are all very different units and the person in this position needs to effectively work across all the FSCO to provide budget and project support. Additionally, through a collaborative agreement, this position will also provide budget and fiscal support to Physical Planning & Space Management.
DUTIES AND RESPONSIBILITIES BUDGET MANAGEMENT & REPORTING
Oversee an $8M budget for Facilities Services, Campus Safety, EH&S, Emergency Preparedness and other facilities administration units. Oversee a $4M self-supporting budget for Commuter Services.
Provide routine budget reports to the Senior Director of Facilities Services and the Senior Director for Campus Safety, Transportation Services, and Sustainability. Track potential budget shortfalls or surpluses and alert FSCO leadership about budget issues. Participate in routine budget meetings with unit budget owners.
Working with campus partners and FSCO leadership, manage the annual budget development process. Create unit specific budget plans, long term budget plans, and communicate funding levels to unit budget owners.
Create short- and long-term budget plans and project multi-year expenses. Create equipment replacement plans. Create budget surplus procedures and allocate funding against budget needs.
Provide routine budget reporting on minor works and deferred maintenance projects.
Develop and assess the rate structures for Transportation Services parking rates and Facilities Services recharge rates. Update the rates on a cyclical basis. Update and manage the rate structure for the Master Service Agreement which provides FSCO services to Cascadia College.FISCAL OVERSITE & MANGEMENT
With assistance from the Budget Fiscal Analyst Lead, create, update, and present procedures for fiscal related tasks such as purchasing, time and absence management, travel, and ProCard.
Develop, implement, and enforce departmental procedures for fiscal needs that promote strong financial management and that align with University and campus policies.
Act as a Cost Center Manager in Workday, approving department transactions like purchase orders, travel reimbursement requests, and recharge invoices.
Working with UW Seattle Procurement Services and UW Bothell Fiscal & Audit Services, oversee the process to bid out projects and purchases and create contracts for services as needed.
Ensure the accuracy of time and leave data, initiating over payments when needed. Track FMLA and long-term absence leave.SUPERVISION & LEADERSHIP
Supervise 3.0 FTE fiscal staff, setting work expectations and short- and long-term development goals. Provide regular feedback and complete regular performance and development evaluations.
Provide direction and leadership on fiscal team’s work tasks and provide troubleshooting support. Elevate issues to campus partners and the Senior Director of Facilities Services as needed.
Sit on the FSCO leadership team and contribute to the department’s short- and long-term strategic plan. MINIMUM REQUIREMENTS
Bachelor’s degree in accounting, business or related degree.
3-4 year’s experience in fiscal, budget, or accounting. Experience supervising others.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. ADDITIONAL REQUIREMENTS
Experience presenting budget and financial information to a variety of constituents.
A high level of organizational skills with the ability to prioritize competing demands.
Ability to work independently and with initiative.
Effective oral and written communication skills.
Ability to work with a diverse constituency. DESIRED QUALIFICATIONS
Previous experience working in a higher education institution.
Experience with Workday financial system and processes.
Knowledge of University administrative systems. CONDITIONS OF EMPLOYMENT
This position will be hybrid schedule eligible.
