The College of Arts and Sciences is encouraging applications for a Research and Finance Director Position! The Research and Finance Director reports directly to the College of Arts and Sciences’ (A&S) Associate Dean of Research (ADR). In this capacity, the position will provide budgetary, financial, policy, and operational support to the A&S Research Support Office (RSO).
This position is primarily responsible for supervision and policy related to the RSO operations. The Research and Finance Director provides vision and leadership and has the authority and responsibility to represent the Research Support Office in communications and collaborations with university and college constituents including but not limited to the A&S departments, Procurement Service Center (PSC), Office of Contracts and Grants (OCG), and the Campus Controller’s Office (CCO). This role will provide key oversight for the RSO’s complex operations, identify and implement efficiencies, and support the A&S faculty with forward-thinking and adaptive fiscal planning and budgeting. This position engages in long-term strategic projects, planning in consultation with the ADR and supervises office staff. In conjunction with the central offices, this position will apply knowledge, and interpret principles, rules, regulations, policies, precedents, and other guidelines specific to the University of Colorado Boulder, and external-funding agencies to analyze finances, resolve problems, answer questions, and provide information. The person in this position must possess excellent communication and organizational skills and have the ability to successfully manage multiple self-directed projects. The Research Support Office works in partnership with the CAS faculty and staff to provide high-level research administration.
What Your Key Responsibilities Will Be
Leadership and Supervision
Formulate recommendations and action plans for consideration by the CAS Associate Dean of Research.
Analyze the impact of new rules and regulations, identify existing or potential problems and opportunities for CAS faculty.
Structure and staff the Research Support Office to meet the needs of the college.
Develop and plan organizational structure, determine workload distribution, interpret and apply personnel guidelines.
Develop job descriptions, hire and train employees, approve schedules and leave requests, conduct annual performance reviews, and provide training and career development opportunities.
Form and maintain strong working relationships with university partners, including peers, Principal Investigators (PIs), Department Research Administrators (DRAs), Office of Contracts and Grants (OCG), Campus Controller’s Office (CCO), Project Management Office (PMO), and Research Financial Services (RFS).
Sponsored Projects Management
Build and maintain a knowledge base of university, federal, and funding agency policies and procedures and employ award-specific terms and conditions and requirements for the appropriate use of restricted funds.
Serve as a resource in explaining a wide variety of sponsored projects funding mechanisms including grants, contracts, sub-contracts, fixed-price contracts, and gifts to department administration and faculty.
Interact with the PIs on a regular basis to ensure the financial aspects of the awards are proactively managed and advise on complicated or unusual projects.
Maintain knowledge of OCG and CCO workflow and processes for award setup, modifications, extensions, etc.
Apply professional theory and practice with an in-depth understanding of Research Administration to independently address a full scope of complex and non-standard assignments and problems.
Reconciling, Analyzing, Reporting, and Projecting
Supervise project start-up including pre-award spending allowability, reviewing award documents and modifications for terms and conditions, changes, and any other relevant information, entering information into the financial projection.
Maintain financial projections, reconciling accounts monthly to university finance systems and reviewing transactions and documentation to determine allowability and keeping the customized spreadsheets updated as necessary to successfully forecast and manage funds as well as communicate critical financial information to the PIs.
Complete journal and budget journal entries as necessary, provide oversight on personnel expenses/duration of appointments, financial oversight and monitoring of sub-awardees, and liaise, document, and track cost share requirements.
Facilitate the preparation and submittal of requests to OCG for timely No Cost Extensions, At-Risk Extensions, sub award modifications, and Sub award/ Participant Support Reallocations as well as changes in scope of work, budget revisions, PI or Co-PI change, transfer, or disengagement, requests for additional funding, and addition of new sub-awardees.
Work with CCO and the department to facilitate award closeouts.
Proposal Application
Assist with proposal budget and budget justification development as a compliment to each departments assigned OCG Proposal Analyst.
Work with other units in the College to provide research administration training opportunities as requests arise and time permits.
Regularly attend University trainings and meetings as a departmental and College representative.
Seek opportunities for professional development within and outside of the University.

The work modality is hybrid with at least 3 in person days and then 2 remote days.

The salary range for this full-time position is $75,100-$93,900. Onboarding assistance is available.

What We Require
Bachelor’s degree or a combination of education and experience may substitute for the degree on a year-by-year basis.
2+ years of relevant financial management experience including accounting, business administration, and/or human resources. Experience should include increasing responsibility in research administration, budgeting, and/or accounting to include proposal development, general award processes, and/or post-award management.
1+ years of supervisory experience.

Demonstrated proficiency in the use of Microsoft Suite and Google Drive Applications including Google Sheets and/or Excel.

Familiarity and understanding of managing budgets and finances for complex and/or center-type awards. Examples may include those awards with multi-institutional components, foreign components, or unique university-private partnerships.
Familiarity and understanding of regulatory frameworks such as Federal processes and procedures, university policies, cost accounting standards, Uniform Guidance (UG) and Federal Acquisition Regulations (FAR).
Possess working knowledge of HCM HR, CU Data, and InfoEd or similar purchasing and travel systems.
