Reports to: Denver Metro Social Services, Director of Non Congregate Shelters
FLSA Status: Full time, non-exempt
Scope of Position: The Salvation Army seeks an experienced, focused, and fair administrative manager to oversee the overall program administration including goal achievement, strategic planning, over-site and quality of care, monitoring i9’s and onboarding documents, and development of hiring procedures and staffing for multiple COVID 19 Respite and Protective
Action Centers. These locations serve individuals, couples and families who are experiencing homelessness, are COVD and is operated in partnership with the City and County of Denver.
The administrative manager is responsible for coordinating HR related duties, including ensuring procedural processes are aligned, and is responsible to recruit, hire, supervise and write performance evaluations for the employees of the program. The manager oversees and maintains a safe, stable, supportive community environment and ensures smooth delivery of services across sites as it relates to staff. This position will develop and adjust program design as necessary. This is a challenging and rewarding opportunity to make a difference in the lives of individuals experiencing homelessness our community. Note: This position may encounter or work with individuals who are COVID positive or presumed positive; PPE in the form of masks and gloves are provided.
Education and Experience Required:
Bachelors degree in Social Work preferred, two years work experience in a homeless shelter setting required. Minimum one year of experience in an administrative positon. Minimum of two years management and supervisory experience. Competency in case notes and documentation. Training in trauma informed care, harm reduction and motivational interviewing.
Preferred Qualifications : Clinical supervision experience; program development experience; experience with OneHome Coordinated Entry, Continum of Care (CoC) and HMIS; knowledge and experience of program support such as grantwriting and community development and collaboration; experience providing case management.

Ability to manage and supervise diverse people in a dynamic environment; Ability to remain level headed and make decisions in difficult situations; skilled at conflict resolution, time management and organization; Professional attitude and setting appropriate professional boundaries; Must be committed to maintain a solution focused environment that meets residents’ expectations; Ability to be fair and decisive through ascertaining facts without bias.
Software-related Skills:
Microsoft Word required, working knowledge of HMIS and integrated database applications and ability to use new software programs with basic training.
Essential Functions:
1. Coordinate TSA administration and general backend workflows to ensure ARPA aligns with TSA policy and procedures.
2. Hire and train TSA staff, providing feedback to improve organization and communication through administrative policies.
3. Monitor hiring plateforms and ensure information remains accurate and communication with potential candatites timely.
4. Schedule interviews with TSA candatites, maintain calendars for interviews, and execute screening and interviews.
5. Coordiante, collect, file, and monitor documentation collection for TSA non-congregate shelter settings, including staff transfers, new hire entries, employee separations, and status changes, etc.
6. Coordinate communication and scheduling of onboarding sessions with new hires, ensuring onboarding document collection from non-congregate shelter staff is timely, aligning with HR deadlines and audit timelines.
7. Collecting, organizing, and storing information using computers and filing systems.
8. Audit ARPA practices to ensure consistent implementation of TSA administrative practices align, and non-congregate shelter staff statues are congruent with HR practices.
9. Developing, reviewing, and improving non-congregate shelter administrative systems, processes, and procedures when necessary.
10. Maintain TSAMM and help keep an updates list of shelter staff
11. Researching, planning, scheduling, and promoting office events, including meetings, conferences, interviews, orientations, and training sessions.
12. Work closely with HR, IT, and payroll to make sure ARPA staff gain timely, efficient communication on TSA benefits, staff are up to date on documents, and ARPA remains in compliance.
13. Building and expanding on skills by engaging in educational opportunities.
14. Special Projects, when necessary.

Ability to operate telephone. Ability to lift up to 25 pounds, Ability to access and produce information from a computer, Ability to understand written information.
