Job Summary
The Property Tax Division helps ensure the proper administration of the state’s property tax laws. It plays a key role in the property tax process through its interaction with county government by overseeing the administration of the property tax system, ensuring fairness in assessment, distributing funds accurately, and educating local officials and the public about how the property tax system works. The division is unique in that Minnesota property tax is a local tax primarily administered at the county level. Its primary customers are the counties, cities, and local officials throughout the state that directly collect property taxes. The division also distributes revenue to local governments. It accounts for the majority of revenue available to operate local units of government
As a leader, this position directs all property appraisal, communications, and related work in the Department of Revenue for state assessed property as well as related taxes and programs. This position supervises the State Assessed Property Section in the audit and assessment of energy and transportation infrastructure in Minnesota. As the state subject matter expert, this position advises departmental management and other government officials on tax policy issues related to energy and transportation infrastructure and represents the department on interagency teams and projects as needed. This position also serves to drive business planning and improvements for the division.
This position is eligible for a hybrid telework arrangement. Teleworking employees are required to live in Minnesota or a bordering state in a county along the Minnesota state line.
Qualifications
Minimum Qualifications
An Income Qualified Certified Minnesota Assessors License at the time of hire;
All applicants must also minimally meet these additional required qualifications:
Four (4) years at a compensation level of 14L or higher (such as a Revenue Tax Specialist Senior, Property Tax Compliance Officer 2, or State Program Administrator Principal); OR
Four (4) years of commercial appraisal experience or similar experience in an assessment office.
Preferred Qualifications
Bachelor’s degree in accounting, economics, finance, or related field.
Accredited Minnesota Assessor license or higher.
Three (3) years of assessment or appraisal experience.
Supervisory or lead worker experience of professional level employees.
Three (3) years of experience in the area of unitary appraisal.
Physical Requirements
Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
Additional Requirements
