Pay Grade 55 Minimum Qualifications
100.00% – 1. Five (5) years of experience in a managerial/supervisory capacity or a CPA; of which three (3) years of experience in budgetary management; and
2. Bachelor’s degree from an accredited college or university in finance, accounting, public or business administration, or closely related field; OR
3. An equivalent combination of related education and/or experience.
4. PROOF OF EDUCATION, TRAINING AND/OR EXPERIENCE IS REQUIRED. Duties and Responsibilities
1. Establishes annual departmental goals, objectives, and priorities for the accounting section; direct the performance of subordinate assigned accounting staff, ensuring adequate levels of service to other departments and is accountable for the results.
2. Presents resolutions and contract items before County Commissioners, answering questions as needed.
3. Assures protection of assets by developing and directing administration of internal accounting policies, controls, and procedures for accounting operations.
4. Directs and prepares periodic reports that compare performance with budgets, including interprets financial and statistical results and providing sites and departments with periodic financial management information reports, highlighting variances.
5. Directs fixed assets and maintain up-to-date accounting of fixed asset inventory; monitor inventory levels.
6. Directs and oversee the closing of financial records.
7. Establishes policies and procedures for accounting operations and assists Administrator in the establishment of policies and procedures for agency operations; interfaces with all levels of Agency and County managements and staff to ensure compliance with established policies and procedures.
8. Directs the administration of the Agency”s cost allocation plan and the annual preparation of the indirect cost rates; monitors financial operations for the Agency.
9. Directs the budget administration of the Agency including preparation of the State of Tennessee budgets.
10. Directs the monitoring of expenditures for realization of and compliance with approved budget; consult with Administrator and department managers as necessary to determine cause of major variances, remedial alternatives and effect on future operations; prepare reports for Administrator, County division, and State of Tennessee with narratives and explanations.
11. Acts as Agency”s primary point of contact in the Administrator”s absence.
12. Provides oversight to the annual County external audit and State monitoring review and the compilation of data required; ensures any audit issues of a material nature are resolved in a timely and satisfactory manner.
13. Makes recommendations to strengthen internal controls of the agency.
14. Networks and represent the department to the press, government and public, as necessary.
15. Makes decisions on personnel actions, such as hiring, terminations and discipline.
16. Performs other related duties as required or directed.

KSA’s – 1. Knowledge and experience in utilizing of modern management techniques and the ability to apply them.
2. Knowledge of the principles and practices of organization management and public administration.
3. Ability to develop masterwork plans and objectives and identify problems and make changes as required.
4. Ability to prepare budgets, financial reports and cost analyses.
5. Ability to deal effectively with executives, Elected Officials and other departments within Shelby County Government.
