About the Division of Facilities Management
This work unit exists to plan, design, construct, operate, maintain and manage the Colorado Department of Human Services (CDHS) facilities and campuses according to all applicable standards in a manner that promotes the CDHS mission of providing a safe, sanitary and effective environment for clients, youth, residents, consumers and staff and enhances the quality of life in CDHS facilities and campuses and in the surrounding neighborhoods.
Facilities served: The facilities managed by the Division of Facilities Management (DFM) include 1,400 acres of land and 349 buildings comprised of 3.8 million square feet. The North district facilities are Colorado Mental Health Institute at Fort Logan (CMHIFL), 1575 Sherman, Wheat Ridge Regional Center (WRRC), Satellite Group Homes, and the Division of Youth Services (Adams, Gilliam, Lookout Mountain, Marvin Foote, Mount View, Platte
Valley, and Ridge View).

Description of Job
This position exists to provide budget, procurement, accounting, auditing and financial reporting and analysis support to the Division. This position supervises 1 FTE within the DFM Finance group. This position supports the Financial Manager in the accurate classification and reconciliation of budget, procurement, and accounting transactions within the Colorado Operating Resource Engine (CORE), OneCard Management System, and various DFM internal financial spreadsheets and databases. This position compiles and analyzes various data sources to develop complex budget and financial projections and a variety of financial and data special project requests. This position serves as the Staff Authority for CDHS Capital Construction (CC), Capital Renewal (CR) and Controlled Maintenance (CM) as well as district led capital appropriated special projects for all CDHS programs and divisions within the Division of Facilities Management and its Finance group. This position works as a supervisory member of the DFM Finance team and provides expertise and guidance to internal and external stakeholders in all areas of Finance and Contract Management. This position is responsible for making policies and procedure changes to meet the demands of an evolving system, with authority to revise policies and procedures related to financial expenditures and budget management within the Division. This position reports directly to the DFM Finance Manager and in conjunction with the CDHS State Buildings Program Delegate.

MINIMUM QUALIFICATIONS:
Education: Graduation from an accredited college or university with a bachelor’s degree in Accounting, Finance, Business Management and Administration, or a closely related field of study.
AND
Experience: Three (3) years of full time professional experience procurement or contracting experience (drafting solicitations, vendor selection, strategic sourcing, contract writing, monitoring contractor performance, management and negotiation).
Substitutions:
Additional appropriate experience which provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the education.

Employment history is calculated on a full-time basis (40/hrs per week). Part-time employment is calculated on a pro-rated basis to determine qualifications. Preferred Qualifications:
Experience working with other departments to include Human Resources and management; CDHS, CBH, and other internal communication policies and process knowledge; knowledge of BHPAC policies and mission; knowledge of various communication styles; extensive experience in meeting organization, minutes and distribution of information experience; Ability to interpret and distribute information as needed.
