SUMMARY
Participates as a member of the PPNorCal HR Team in the day-to-day administration of benefits (group health, dental, vision, short-term and long-term disability, life insurance, flexible spending plan, and retirement plan) and administrates all Leaves of Absence FMLA, CFRA, PDL, Personal, etc.). This position develops and manages the company Wellness program. This position provides excellent customer service to internal staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Communicates with employees regarding their needs for leave and/or modified work schedules. Ensures that employees are aware of their responsibilities and of any documentation and notice required to qualify for and take a leave of absence.
Administrate FMLA, CFRA, PDL and other requested leave from the employee’s initial notice of the need for leave to the return to work. This includes gathering and completing all required paperwork, determining leave eligibility, designating leave being used, requesting medical certification as needed, and accounting for intermittent and reduced schedule leave use.
Maintains reasonable communication with employees on leave to facilitate smooth and timely return to work and fosters communication between employees and their managers during leave.
Maintains complete and accurate records of leave and accommodation requests in accordance with specified legal requirements and documentation of best practices.
Preserves confidentiality of employee medical documentation and files.
Maintains knowledge of all applicable leave and accommodation laws including the FMLA, CFRA, PDL, PFL, ADA, and all other state and local regulations.
Administers employee benefits to include development of census related information and reports, reconciliation of bills, auditing of files, responding to vendor and employee inquiries, and annual open enrollment process.
Coordinate daily benefits processing. Handles enrollments, COBRA, terminations, changes, beneficiaries, disability, death claims,
Coordinate transfer of data to external contacts for services, payments, and plan administration.
Document and maintain administrative procedures for assigned benefits processes.
Oversee maintenance of employee e-benefits files and update employee benefit records in ADP.
Reconciliation of monthly billings and the preparation of check request for payment of administrative fees for all group plans.
Serve as primary contact for plan vendors and third-party administrators.
Ensure compliance with applicable government regulations. Ensure timeliness and accuracy of required reporting and fees.
Perform plan audits. Prepare, collect and organize data for actuarial assessments.
Survey industry trends. Complete benefits surveys and review information obtained from the results.
Provide customer service support to internal and external customers. Develop communication tools to enhance understanding of the company’s benefits package.
Design and distribute materials for benefits orientations, open enrollment and summary plan descriptions. Directly responsible for the Open Enrollment process.
Manage and enhance the organization’s new Wellness Equity program. Partner with internal Wellness Champions to strategize and create wellness initiatives to enhance physical, mental and emotional health.
Assists with compliance for other HR functions as assigned.
Part of the New Hire Onboarding team, conducting new hire benefit orientation.
Travel to Health Centers occasionally in support of the Wellness program and other HR activities.
Assist with the planning of employee activities.
Act as a back-up for the 403b retirement plan administration.
Performs internal and other department projects as assigned.
Active participation in the advancement of PPNorCal’s Diversity, Equity, and Inclusion commitment.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE
Bachelor’s degree in human resource management or related field, and/or three to five years of related employee benefits and leave management experience.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals and governmental regulations. Ability to write business correspondence, and training/presentation outlines. Ability to effectively present information and respond to questions from groups of managers and employees.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute basic percentages and interpret bar graphs. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
COMPUTER SKILLS
To perform this job successfully, an individual should have intermediate to advanced knowledge of Microsoft Outlook, Word, PowerPoint and Excel, as well as experience with Human Resources Information Systems (ADP preferred) and some knowedge of payroll processing (ADP preferred).
CERTIFICATES, LICENSES, REGISTRATIONS
SHRM-CP or PHR certification is preferred.
Must have reliable automobile transportation and a valid California Driver’s License and insurance.
OTHER SKILLS, ABILITIES, QUALIFICATIONS
Acceptance and application of the confidential and professional nature of the position.
Extensive knowledge of the leaves of absence law and regulations for FMLA, CFRA, PDL, PFL ADA, FEHA, and other applicable laws.
Knowledge of all pertinent federal and state regulations, filing and compliance requirements affecting employee benefits program, including the ACA, ERISA, COBRA, Section 125, worker’s compensation and DOL requirements.
Must possess excellent analytical and problem-solving skills.
Must possess the ability to effectively manage daily planning and priority setting. Must be able to work independently to manage workload.
Must possess the ability to manage several complex tasks simultaneously while working under pressure to meet deadlines.
Ability to communicate and interface professionally and sensitively with all PPNorCal staff.
Must be flexible, innovative, detail-oriented, and well organized.
Must possess excellent problem-solving, conflict resolution, negotiation, and analytical skills.
