Assists the Manager Rail Administration in the management of the Agreement Office Administrator and directs four (4) Agreement Assignment Clerks to ensure timely and accurate advertisement, award, and displacement for all Rail non-operating Agreement employees. Oversees the updating and issuance seniority rosters. Provides orientation training to newly hired non-operating Agreement employees.
Assists the Manager Rail Administration and works with Rail Assignment Office Administrator to maintain accurate records in the ePersonality system, including but not limited to IEAS, IDPS, ILBJR, ILBJ, IROP, IEEI, ILSLP screens.
Directs Rail Assignment Office Administrator and provides guidance to Rail Payroll and Human Resources, and under the oversight of the Manager Rail Administration and Labor Relations staff, monitors employee rates of pay and make adjustments as required to ensure compliance with contractual rules including wage progression and probationary period.
Assists Manager of Rail Administration in the performance of all required interviews for non-operating Agreement employees on a timely basis as required by various Collective Bargaining Agreements.
Assist Manager Rail Administration on large-scale projects.
Assists the Manager Rail Administration with “Lost-time” meeting monthly monitoring all Agreement employees in coordination with representatives from various departments including Office of System Safety, Transportation, Mechanical, Infrastructure, Rail Claims, FMLA, Benefits, and Medical Services, and ensure all required follow-up by various process stakeholders.
Monitor and analyze staffing levels to maximize the utilization of workforce in compliance with budget. Resolves issues relating to budget headcount and referrals.
Acts as a liaison between Rail Departments and Strategic Staffing on a variety of issues of personnel requisitions.
Provides guidance, documentation, and explanation of issues concerning Agreement workforce to various departments including but not limited to Division of Law, Compliance, and Ethics.
Education, Experience, and Qualifications:
Minimum:
Baccalaureate Degree in Business Administration, Industrial Relations or related area, or equivalent.
Years of closely related experience can be substituted for each year of education required.
Preferred:
Full knowledge of all duties and responsibilities of Rail Assignment Office (RAO) and Collective Bargaining Agreements.
