About the Position
The Accounting & Finance Manager provides overall general accounting, reporting, and management for the Benefits and Wellness Division and the Self-Funded Benefits Trust Fund so it can meet its financial obligations in the most cost-effective manner so that benefit-eligible employees and their covered dependents can enjoy quality, affordable benefits. The Accounting & Finance Manager manages an annual budget of more than $200M. You will be responsible for ensuring the accuracy of employee benefits payroll deductions. Supervisory responsibilities include providing leadership to staff, hiring staff, evaluating staff performance, coaching, and disciplining staff, and providing professional development.

We Require
Bachelor’s degree in accounting or a closely related field
Five years of managerial experience in the field of accounting, including five years of experience directly supervising other accounting professionals.
Advanced skill and experience with MS Access and Excel
We Also Value
Five years of experience in insurance accounting, public accounting, and/or self-funded benefits trust accounting
Master’s degree in accounting or closely related field
Experience with Workday HCM and Payroll, financial accounting systems (i.e., general ledger), and SQL server
Job Contributions
Establish and maintain good internal control processes, procedures, and monitoring programs to comply with Generally Accepted Accounting Principles (GAAP)
Monitor cash in bank accounts daily and funds them when necessary
Monitor enrollment, accrual levels, expenses, and claims utilization to ensure funding adequacy and to identify emerging trends
Hire, manage, coach, develop, and reward assigned staff
Review and approve all general ledger transactions and aid staff in preparing more complex transactions
Manage the collection and reconciliation of benefit premiums through payroll deduction
Oversee bill payments and provide required approvals of financial accounting activities in the financial accounting system
Create and perform analysis of annual, audited financial statement and monthly and quarterly management reports then present them to leadership and the Board of Trustees
Perform month-end and year-end closing activities
Oversee internal and external financial audits, review claim lag and reconciles with unpaid claims; identify and monitor liabilities
Collaborate with an external actuary to develop and monitor reserves and rates, and with Budget, Finance, and Treasury departments to ensure alignment of all records and systems
Research and analyze the impact of related legislation, industry trends, potential contracts, contract amendments, and other external cost drivers; perform in-depth financial analysis and cost benefits studies
Develop and maintain budgets and forecasting models
Implement continuous quality improvement processes
Working Conditions
Work occurs in an indoor office environment. Tasks require manual dexterity of hands and body to operate office equipment and manage frequent interruptions, time pressures, high work volumes, and multiple, complicated, and unscheduled tasks. Job includes team-oriented activities and interaction with all levels of County management and personnel, and the public. Responsibilities require concentration, accuracy, ethical conduct, and a professional demeanor.
