The Director – Budget & Capital Finance will serve as the division director and will provide leadership and be responsible for operating budget, capital finance and fiscal compliance activities for DOTI. This includes developing, implementing and oversight of the budget development process, financial reporting/analysis, internal controls, fiscal compliance and continual improvement. As a member of the DOTI Finance leadership team, this position will also be responsible for serving as an effective finance business partner that provides advice, subject matter expertise and leadership to internal and external stakeholders regarding complex issues and works to ensure accountability, impartiality, and transparency in all fiscal activities.
The Director will lead the efforts of developing and directing the implementation of department goals, objectives, policies, procedures and work and performance standards through the Budget, Capital Finance, and Financial Analysis to ensure its success. The Director will make recommendations for changes in plans and processes for operational improvement and will communicate the work plans, strategies, and goals to managers and/or supervisors to secure buy-in. They will also oversee the financial well-being and administer the department budget that allocates resources cost-efficiently and effectively.

The ideal candidate will have in-depth knowledge and understanding of budget, capital finance, CIP funding and grants, financial analysis and its application to public works, transportation, transit, and construction to include both vertical and horizontal. As the City of Denver’s primary liaison for the budget the successful candidate will work with internal and external stakeholders to coordinate major strategic initiatives and the financial analysis of the impact both short and long-term on DOTI and the City. The ideal candidate will be an innovative, visionary leader that has the ability to monitor and adjust operating techniques to provide more efficient operations while adhering to regulatory compliance. The ideal candidate will be able to modernize processes in which the department collects, manages, and synthesizes data into action. Articulate communication is essential to obtain buy-in from various audiences, from elected officials to various divisions. They will be an effective change agent that can quickly implement innovative strategies and processes that streamline efficiency and instill modern industry trends.
