SUMMARY:
This position is primarily responsible for managing the financial and administrative operations of the combined Lancaster County Housing and Redevelopment Authorities, Land Bank Authority and Redevelopment Fund, Inc. This position is also responsible for ensuring that staff has the proper resources, tools and knowledge to administer activities of the authorities and non-profit by performing the following duties.

SUPERVISORY RESPONSIBILITIES:
Directly supervises 2-3 employees in the Finance & Administration Department. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Works closely with departments for monthly reconciliation of tenant accounts and accounts payable.

EDUCATION AND/OR EXPERIENCE:
Master’s degree (M.A.) in Accounting, Business Administration or equivalent; or four to ten years related experience and/or training; or equivalent combination of education and experience.
LANGUAGE SKILLS:
Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.
MATHEMATICAL SKILLS:
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations
REASONING ABILITY:
Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions. Ability to deal with problems involving a few concrete variables in standardized situations.
