Summary
Public Health – Seattle & King County is seeking a skilled and dedicated Finance Manager (Administrator IV) for the Healthcare for the Homeless (HCH) program within the Community Health Services (CHS) Division. The CHS Division works to assure basic health and human services are available to the most vulnerable people in King County. The Healthcare for the Homeless program provides healthcare services for people experiencing homelessness in King County and provides leadership to help change the conditions that deprive our neighbors of home and health. The program has more than $40 million annual budget with multiple distinct grant compliance requirements for federal and local funders.

Job Duties
Oversee financial and business management activities performed for the HCH program —including developing, preparing, and monitoring the annual and long-term budget—and report regularly on budget and other performance measures.
Research and determine financial impacts related to changes in personnel, grant funding, grant requirements, regulations, etc. Provide recommendations on use of new funding, and adapt programs to possible funding reductions.
Monitor grant expenditures and reimbursements and closure of grants.
Manage year-end processes including revenue and expenditures accruals.
Perform quarterly financial forecasting for the HCH program.
Provide leadership in finance and budget aspects of audits and financial reviews of the program.
Provide supervision and guidance to the section’s team of three financial professionals Lead annual financial site visits with all contracted agencies
Provide leadership to provision of financial incentives to community members with lived experience of homelessness for advising program priorities, to ensure accuracy, timeliness and allowability.
Provide contracting support for Healthcare for the Homeless (HCH) program
Assist with the development and negotiation of contracts, procurement process, and approval final contract budgets for up to 20 community agencies performing work on behalf of the program.
Lead development of annual contracting plan, aligning and braiding multiple funding sources to up to 20 sub-awardees, ensuring alignment and allowability.
Provide guidance to program staff about contracts, procurement, and invoicing, in alignment with Division, Department and County guidelines. [HD1]
Compile, review, and complete finance analyses? related to grant applications
[HD2] Review all HRSA 330h Notices of Awards (NOAs) including funding levels, periods, and terms.
Conduct review all Sub-Recipient Pre-Award Assessment documents submitted by agencies and complete HCH’s program pre-award risk assessment forms. Conduct sub-awardee rating forms.
Liaison with Federal Grants Management Officer for grant management issues.
Review accounts receivable agreements’ budget information, dates and terms.
Prepare accounts receivable invoices to funders.
Reporting and other responsibilities
Perform routine and ad-hoc analyses requiring research, compilation, and interpretation of financial data. Examples include, but are not limited to, cost comparisons, program financial performance evaluations, and cost/price analyses.
Participate in and provide oversight to process of review and approval of monthly contractor invoices.
Participate as financial expert in Operational Site Visits (OSV) conducted by Health Resources and Services Administration (HRSA).
Coordinate completion of all required reports per 330h grant requirements, including compilation of Federal Financial Report (FFR), preparation of budget for Service Area Competition (SAC) applications, Budget Period Renewal (BPR) Progress Reports and other reporting as needed.
Gather internal and contractor financial information, compile and analyze for annual Uniform Data System (UDS) report.
Support Community Health Services Finance Manager with developing and improving CHS division financial management tools and processes.
Coordinate with HCH Operations Manager and Program Director on program financial management, investment strategies, new program opportunities, and federal grant tracking and compliance.
Participate in racial equity and social justice work of the team overall and provide leadership in applying anti-racist principles to budgeting, finance, and contracting work of the program.

Experience, Qualifications, Knowledge, Skills
Advanced demonstrated ability in gathering, analyzing, and presenting financial information using: Microsoft Excel (proficiency is required; required abilities include fluency in running pivot table, v-lookup and comfortable to work on big datamines)
Knowledge and demonstrated ability applying generally accepted accounting principles (GAAP, and/or GASB) including but not limited to: knowledge of the different methods of accounting (i.e. accrual, cash); demonstrated ability to interpret and apply existing, new, or revised accounting principles, standards, and concepts to make accounting reports accurate; demonstrated understanding of accounting terminology and application, and how to apply accounting principles and procedures to work products.
Demonstrated knowledge and experience with grants management including compliance, monitoring, billing and reporting. This knowledge and experience is typically obtained through obtaining a Bachelor’s Degree in Accounting, Finance, Business, or a related subject and 3 years of relevant work experience; or an Associate’s Degree and 5 years of relevant work experience.
Demonstrated knowledge and familiarity with Uniform Guidance 2 CFR 200, the Uniform Administrative requirements, cost principles and audit requirements for federal Awards.
Experience with complex financial analysis including understanding the impact decisions have on the program, division and department; analyzing data from a large financial management or Enterprise Reporting Planning (ERP) system; experience providing substantive analysis and recommendations; experience drafting narrative sections and explanatory tables, graphs, and charts that report program financial performance, trends, and areas benefiting from management’s attention.
Demonstrated ability developing and monitoring complex budgets including but not limited to understanding of budget terminology in local government; demonstrated ability to effectively collaborate with program and financial staff to facilitate budget development and execution.
Strong written and verbal communication skills.
Demonstrated experience implementing internal controls to ensure financial integrity and compliance.
Ability to build respectful and productive relationships with internal colleagues and external clients; establish and maintain effective working relationships with multiple, diverse stakeholders.
Desired Qualifications:
Certified Public Accountant (CPA), Certified Management Accountant (CMA), Certified Grants Management Specialist (CGMS) or other equivalent professional designation.
Advanced knowledge of federal grants management, accounting, audit, and public sector budgeting.
Knowledge of Health Center Program Requirements of Health Resources and Services Administration (HRSA) and Uniform Data System (UDS) (Uniform Data System) report requirements.
Oracle E-Business Suite (EBS) knowledge and experience.
Three – Five years of relevant experience in finance or business.

Work location: This position is based out of the Chinook Building, located at 401 5th Ave in Seattle.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

Work schedule: This position is FLSA Exempt and is ineligible for overtime pay. The normal work week for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m.
