HLTCOE Overview
The Johns Hopkins University Human Language Technology Center of Excellence (HLTCOE) is a world-class research center creating advanced techniques for analyzing a variety of video, image, speech, text, and document image data in a wide variety of diverse languages. Established in 2007, the HLTCOE is home to a growing group of outstanding research scientists and graduate students who utilize state-of-the-art technology to address unique and exciting challenge problems.
HLTCOE Director of Finance and Administration Primary Responsibilities
We are seeking a Director, Finance who will be directly responsible for financial, administrative, and operational activities within the Human Language Technology Center of Excellence (HLTCOE), including sponsored and non-sponsored funds management, grants and contracts management, oversight of the day-to-day operations of the Center, human resources, and facilities/space needs and strategic planning. The incumbent serves as the university liaison for all administrative, financial, and operational matters, including representing the HLTCOE in Divisional Business Officer (DBO) meetings, and participating in DBO working groups to provide counsel and recommendations for issues that impact the university. As the HLTCOE Director’s strategic partner and trusted advisor, this position provides financial and operational leadership in this exceptional, high-impact research center at one of the world’s preeminent research universities.
Specific Duties & Responsibilities
Under general direction of the HLTCOE Director, and following guidelines and best practices established by the university’s Senior VP for Finance and Administration, the HLTCOE DFA plans, organizes, directs, and strategically manages the administrative and financial operations of the HLTCOE.
The HLTCOE DFA has Operating Responsibility for HLTCOEs.
Physical property management.
Facility operations.
Financial management, to include sponsored and non-sponsored funding management.
Information technology services.
Events management, especially administrative aspects of the HLTCOE SCALE summer workshop.
Human resources (for the HLTCOE staff).
Travel policies, planning and reimbursement.
Business continuity, and risk management.
Metrics/Reporting.
The HLTCOE DFA is responsible for the development of comprehensive budgets, timely financial reporting, and accurate financial projections during the fiscal year. The position oversees the monitoring and controlling of all HLTCOE expenditures and is also responsible for timely financial transactions and guaranteeing that financial statements are accurate, governed by a comprehensive set of financial policies and controls that ensure quality.
The annual budget process includes working closely with finance officials from the Provosts office to ensure that HLTCOE finances are transparent, accurate, and aligned with JHU priorities.
In coordination with central Human Resources, the HLTCOE DFA will ensure that the HLTCOE implements and models good human capital practices especially in the areas of performance management, engagement, professional development, compensation administration, and talent acquisition for its administrative staff.
The incumbent will lead, serve on, or support existing committees including the HLTCOE Advisory Committee and committees related to IT infrastructure and HLTCOE recruiting.
Supervisory Responsibilities
The HLTCOE DFA Manages
The contracted physical security team.
The HLTCOE security staff.
Financial operations, in coordination with JHU’s central budget office.
The contracted IT staff.
HR services, in coordination with University Administration.
Multiple sub-award relationships with external institutions.
The position has 3 direct and approximately 1 indirect staff reports.
Minimum Qualifications
Bachelors Degree in Finance, Accounting, Business Management, Administration, or a related field.
Masters degree strongly preferred.
Five plus years of progressively responsible financial and business operations experience.
Preferred Qualifications
Strong analytical skills to evaluate operational and financial data.
Demonstrated leadership, planning, change management, and process improvement skills.
Strong supervisory abilities and proven experience in managing and developing high performance teams within a dynamic organization.
Possess a leadership style that works in collaboration with a wide variety of constituencies, building good working relationships using excellent oral, written, and interpersonal communication skills, tact, and persuasion.
Ability to inspire trust and work collegially and transparently with faculty members, staff, school and campus officers, university administrators, students, benefactors, and business partners.
Unquestionable integrity, strong work ethic and resiliency.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
