Duties and Responsibilities
Provides analyses and evaluations on a variety of the Department’s areas, including, but not limited to, performance data, process controls, quality and timeliness of program deliverables, and workforce planning. Plans, organizes, analyzes, evaluates, and controls projects assigned to incumbent through application of project management principles, practices, and techniques. Develops plans and schedules, estimates resources requirements, defines milestones and deliverables, monitors activities, and evaluates accomplishments. Identifies alternative solutions to unique business problems in assigned projects, integrates the work of others as a team or project and predicts the impact on future processing. Uses data to manager operational activities to improve performance and Department efficiency. Coaches and motivates staff to improve service delivery. Provides recommendations to Administration managers and supervisors regarding the training needs for Administration staff. Identifies in-house training capabilities and where in-house training is lacking, identifies appropriate vendor training.
Participates in the conceptualization, design, refinement and implementation of the administrative programs of the Administration and defines new program needs based on the availability of Administration’s budget. Devises strategy and direction for administrative or programmatic business process improvements. Participates in the development of strategic and operational plans with the Director and other senior leaders, program partners and constituents. The incumbent plans, designs, and oversees implementation and evaluation of various DLCP programs and formulates program initiatives, strategies, and policies necessary to reach the agency goals and objectives.
Qualifications and Education
Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skill and abilities to successfully perform the duties of the position. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Collective Bargaining Unit (Non-Union): This position is not in a collective bargaining unit.
Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Position Designation: The position has been deemed security-sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
