Description of Work Unit
The Division of Information Technology, the central IT organization for Colorado State University-Ft. Collins, supports the land-grant heritage of the institution as well as the university’s missions of teaching and learning, research, and service. The Division of IT is responsible for delivering enterprise and campus focused IT services for the Ft. Collins campus as well as throughout the CSU -System. Areas of responsibility include Enterprise Applications & Infrastructure, Cybersecurity & Privacy, Strategy & Planning, and Experience & Collaboration

Position Summary
The Director of Finance leads the fiscal stewardship of the Division of IT (DoIT) $35M annual budget that includes central funding, cost recovery, State of Colorado Joint Technology Committee funding, and grants. Reporting to the AVP for Strategy & Planning, this position is responsible for the financial operations of DoIT, including budget building and forecasting projections, financial monitoring, reporting and analysis, administration of internal budget controls, and assurance of overall compliance with University policies and procedures. This position supervises staff member(s) who are dedicated to financial operations.
This position is part of the Division of IT Leadership Team and works closely with senior DoIT leaders to align budgets and financial components to campus strategies, divisional operations, and additional initiatives. As a member of the Leadership Team, the Director of Finance actively models the CSU Principles of Community and Divisional values.
This position serves as an active member on various standing committees and working groups, including serving as the DoIT representative for the Campus University Advisory Group ( CAAG ). Additionally, this position maintains collaborative working relationships with CSU Purchasing, Contracts, Business and Financial Services, Budget Office, Provost’s office, and other campus stakeholders.
This position is eligible for hybrid work that includes some time in the Fort Collins, CO office.
Required Job Qualifications
Bachelor’s Degree in business-related field OR any bachelor’s degree plus two years of professional experience. Candidates with a High School Diploma (or GED ) and four years of equivalent related professional experience will be considered for employment without the required bachelors or other post-secondary education
Experience with short and long-term financial planning
Experience overseeing financial operations
Demonstrated understanding of internal controls and the ability to analyze and implement effective systems of internal controls.
Understanding of Generally Accepted Accounting Principles ( GAAP )
Preferred Job Qualifications
MBA or advanced degree in a relevant field
Advanced knowledge of principles and practices of financial management, planning, forecasting and controls.
Experience in higher education, government, or public sector accounting, finance, or budgeting.
Understanding of Fund Accounting and Governmental Accounting Standards ( GASB )
Experience working and communicating effectively in a multi-layered team environment

Duty/Responsibility
Serve as the subject matter expert on all financial, budget, accounting and procurement matters.
Oversee financial management for the Division of IT, including formulation, allocation of budgets, management of appropriated funds, cash funds, recharge accounts, contracts and grants, and gift funds.
Provide oversight of the University’s annual budget construction, carry-forward, and designated future commitment ( DFC ) processes, Mandatory Cost Account, and Critical Infrastructure Fund.
Review and reconcile accounts, financial transactions, documentation and/or financial reports. Investigate and correct any discrepancies by working with unit level directors, while escalating related concerns as necessary.
In close coordination with the Division’s Human Resources team, coordinate the annual salary increase exercise ( SALX ) and review all equity/special/promotional salary adjustment requests to ensure proper budget alignment.
Ensure compliance with applicable fiscal regulations, policies and procedures, including those of the University, the state, the federal government and other public and private constituencies.
Provide consultation and advice to the Senior Leadership Team and DoIT Directors on the acquisition and deployment of funds to execute the Division’s strategic goals.
Prepares budgets, financial analytical reports, forecasts, presentations and guidance.
Recommends changes to policies and procedures as needed to re?ect changing goals and/or Department and University needs and strategic plans.

Duty/Responsibility
Work closely with the DoIT Leadership team to develop funding requests and budget forecasts that align with the Division’s strategic initiatives and capital projects.
Develop and oversee the financial structure, policies, systems and procedures for the Division of IT, and provide guidance and recommendations to leadership, supervisors and staff regarding policies and procedures.
Facilitate ongoing communication of the division’s financial objectives and activities, while encouraging participation from employees in improving current processes.
Work closely with DoIT Directors to develop financial roadmaps that outline anticipated revenue and expenses for technology domains, projects, and initiatives.
Develop business plans that allow the Division to adapt to industry changes and the ongoing evolution of stakeholder requirements.
Provide leadership on strategic planning initiatives and project teams including project management, financial management, and oversight of funding allocations necessary to support the Division’s strategic priorities.
