Responsibilities:
Essential Duties:
Prepartation of financial analyses of operations for the guidance of GoRaleigh management and the City of Raleigh
Preparations of reports which represent GoRaleigh’s financial position on a montly, quarterly, and annual basis
Coordinates the preparation of required government reports, i.e. Sect. 15, NOCDOT Reports
Performs financial management of capital projects, contracting, audits, and procurement
Prepapres budgets and financial forecasts
Oversees all transactions and accountability of tickets, revenue, accounts receivables, and expenditures of GoRaleigh
Supervise Moore Square, general accounting, and payroll staff
Through the General Manager, furnishes Transdev and the City of Raleigh with information for presentation at various meetings
Assist the Genenral Manager in advising management of the need for operational adjustments due to budget and financial constraints
Coordinates and reviews the payment of GoRaleigh debts
Maintain internal financial controls
Responsible for the maintenance of books of accounts which properly reflect the financial transactions of GoRaleigh
Assist independent and governmental auditors in the performance of their audits of GoRaleigh
Review budget process and analyze budget activities
Review purchasing controls
Coordinates enrollment in benefits programs and maintains group insurance records for medical, life, and other coverage for employees and eligible dependents. Processes enrollment forms and provides assistance and information to employees
Review the financial activities of all special events
Performs other duties as assigned
Review fixed asset inventory
Maintain contact with department and unit heads regarding financial matters
Key Responsibilities:
Analyze financial and performance data from operations and maintenance to proactively manage trends that warrant management attention, includes the monthly financial statements and supporting information
Drives the internal control process for finance systems; ensures that related business processes are properly documented and support a strong control environment; directs improvements and process changes.
Directs the development of annual operating plan, simulation and budget/forecast for business unit finance systems.
Directs change management initiatives for new or major improvements to finance systems; directs the development and implementation of end-user training; understands emerging approaches to training delivery.
Recruits, selects, develops, manages, motivates, coaches, and mentors assigned employees; provides guidance and direction on problems and issues; delegates work assignments considering employee skills and development needs.
Maintains confidentiality of all information

Minimum Qualifications:
At least a BA in accounting or related discipline
Minimum of five years progressively responsible financial management experience
Familiarity with transit or transportation system activities, and experience directly related to financial functions is preferred
Qualifications:
Education, Licensing, and Certifications:
College, university, or equivalent degree in accounting, finance, or related subject required
Certified Public Accountant, Certified Management Accountant, Chartered Accountant or similar certification required
Experience:
7 or more years of experience, including 3 years of supervisory experience, required
3 to 5 years of transit experience
Skills and Knowledge Required:
Advanced Knowledge of accounting including accounting theory and principles, and Generally Accepted Accounting Principles required
Advanced analytical skills with an ability to manipulate, interpret, and improve processes and procedures
Ability to analyze financial and operaional data, interpret reports, and make effective decisions based on the information
Knowledge of various computer programs required (Excel, PowerPoint, Word)
Demonstrated experience and knowledge of GAAP
Strong organizational and problem-solving skills with a proven ability to work with a high degree of accuracy and attention to detail
Ability to coach and mentor employees, assign work, develop employees, assess performance and provide performance feedback
Creative problem-solving skills with an ability to to identify all alternative solutions, make logical assumptions, and select the best course of action
Ability to interpret, apply, and improve processes and procedures
Excellent written and oral communication and leadership skills with an ability to professionally repreentt the company and maintain productive relationships with external and internal contacts, including government officials
Demonstrated time management and project management skills

Physical Requirements:
Ability to sit for proglonged periods of time and operate office equipment
Must be able to work shifts of flexible work schedules as needed
100% of work is accomplished indoors and in air conditioned or well ventilated facilities
Work is accomplished in an office or in a cubicle space equipped with a telephone and computer.
The employee is generally subjected to long periods spent sitting, typing, or looking at a computer screen.
