SUMMARY:
Responsible for the management of all payroll functions. Directs and manages day-to-day payroll issues and concerns. This position has direct and indirect reporting relationships to all department heads and employees. The Payroll Manager provides guidance to managers and employees on payroll related policies, processes and systems.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Others duties may be assigned.
· Responsible for all payroll functions.
· Establish objectives and work plans for payroll and delegate assignments to support staff in the payroll department.
· Manage activities of the payroll function, including processing new hires, terminations, status changes, ACH, etc.
· Develop policies and procedures for payroll processing and timekeeping.
· Ensure the generation of the company payroll, including vacation and sick accrual, overtime and withholding status.
· Interpret and ensure compliance of all company pay policies, and is involved in developing, modifying and executing company policies that affect operations.
· Respond and provide resolution if required to all payroll related issues.
· Answer inquires concerning activities and operations of the department by referring to and interpreting policies and procedures and resolution of payroll problems.
· Maintain and protect payroll operations by keeping information confidential.
· Select, develop and evaluate personnel to ensure the efficient operation of the function.
· Understand the principals and practices of payroll administration and multi-state payroll tax.
· Maintain and administer payroll system administration.

EDUCATION and/or EXPERIENCE: Bachelor’s degree preferred with at least 7 years of experience as a Payroll Manager. Good interpersonal skills.
LANGUAGE SKILLS: Ability to read and understand documents such as general correspondence, departmental reports and office procedures/memos. Ability to communicate effectively with vendors and fellow associates.
MATHEMATICAL SKILLS: Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals.
