The Chico Area Recreation and Park District is looking for a dynamic and creative leader to fill this management position.
The ideal candidate will be a bold visionary with outstanding accounting and management skills. Demonstrated success in team leadership, change management and strategic planning is a must.
In addition, the successful candidate will have a proven track record in fiscal responsibility, possess excellent oral and written communication skills and be confident, collaborative and a decisive leader with good judgment.

This position participates in the Public Employees’ Retirement System (CalPERS). Classic Members in this position will contribute 8% and New Members will contribute 6.75%.

Salary
Starting salary is $77,605 – $85,571 annually, depending upon experience. The Finance Manager will be eligible for a step increase following the successful completion of a 6-month probation period.
Under the oversight of the General Manager, the Finance Manager is responsible for the activities and operations of the District’s Finance Division, including the preparation of periodic financial s, maintenance of a system of accounting records, and a comprehensive set of internal controls for the purpose of mitigating risk and enhancing the accuracy of the organization’s finances.
ESSENTIAL FUNCTIONS:
May include, but are not limited to, the following:
Plans, organizes, coordinates, and maintains finance related activities and administrative functions for the District.
Supervises and participates in the development and administration of the annual operating budget and capital improvements budget; directs the forecasting of funds needed for staffing, equipment, and materials and supplies; monitors and approves expenditures; implements mid-year adjustments.
Oversees the general accounting functions of the District and provides financial guidance and assistance to other departments.
Leads the development, implementation, and administration of the organization’s financial systems.
Develops, maintains, and ensures adequate internal controls and standard accounting practices are in place and functioning appropriately.
Develops and implements long- and short-term strategic plans in support of department and District-wide goals and objectives.
Works cooperatively with others to establish and maintain effective public relations.
Responds pro-actively to problems or concerns and coordinates information and communication between staff, management, Butte County, and other external agencies to clarify and reconcile accounting issues.
Responds timely to requests for information and provides technical information to staff as authorized.
Oversees and coordinates the annual financial statement audit, including preparation of the annual financial statements and related disclosures.
Provides staff assistance in the development and maintenance of fiscal policies for the District.
Maintains a documented system of accounting policies and procedures.
Provides financial analysis as needed, particularly relating to labor negotiations and for significant capital asset decisions.
Prepares financial statements in accordance with Generally Accepted Accounting Principles (GAAP).
Monitors District cash flow to ensure sufficient cash to pay obligations.
Supervises finance staff in the performance of financial processes including accounts payable, accounts receivable, payroll, and all other related accounting functions.
Ensures compliance with local, state, and federal government laws and regulations, ing requirements, and tax filings.
Attends Board meetings and makes presentations to the Board of Directors.
Drives a District or personal vehicle as needed to conduct District business.
Participate in professional development activities and maintains professional affiliations.
Provides or coordinates accounting staff training, as needed.
Performs related assignments as necessary.
MINIMUM QUALIFICATIONS:
Bachelor’s degree in accounting or business administration with accounting emphasis.
Three years of related experience with progressive responsibility, including one year providing technical and functional supervision over assigned personnel.
Knowledge of accounting and budgeting principles and practices related to tax-supported agencies.
Knowledge of principles and practices of internal control procedures as they apply to a public agency.
Knowledge of payroll processing requirements.
Knowledge of principles and practices of leadership, motivation, team building and conflict resolution.
Ability to effectively and efficiently use accounting, spreadsheet, and word processing software and oversee the integration of other organizational software as it relates to finance.
Ability to understand and interpret the policies, rules, and regulations of the District, and local, state, and federal governments.
Ability to work cooperatively with others and to establish and maintain effective public relations.
Ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
Ability to respond proactively to problems or concerns as they relate to the Finance Division.
Pass a pre-employment background check.
Possess a valid California Driver’s License and be insurable on the District’s vehicle liability policy.
DESIRED QUALIFICATIONS:
Certified Public Accountant or Certified Management Accountant designation.
Experience in publicly funded bond measures.
