Responsible for maximizing third party reimbursement through knowledge of negotiated managed care contracts and federal / state regulations. Ensure that financial statements properly reflect effect of managed care contracts and federal / state reimbursement regulations. Responsible for preparation and filing Medicare/ Medicaid cost reports. Assists with the accurate preparation of operating and capital budgets for CMC Healthcare System and its subsidiaries.
Under the general direction of the Executive Director of Finance and the direct supervision of the Director of Budget and Reimbursement, and within established system and departmental policies and procedures, the incumbent performs the following essential functions:
Supports the timely filing of the Medicare/Medicaid/Tricare/Martin’s Point cost reports for Catholic Medical Center and sub-providers, in conjunction with federal/state rules and regulations.
Supports the completion of Wage Index Review and Occupational Mix Surveys. Assist with all Intermediary audits. Assists with and reviews bad debt and DSH logs for submission with the Medicare Cost Report.
Assists with and reviews monthly contractual allowance, revenue and contractual by payer, bad debt and free care, changes in AR by payer, AR roll-forward, and any other analytics necessary for month-end close for CMC Healthcare System.
Prepares and reconciles analysis of third party settlement reserves, makes recommendations of reserve levels and required reserves.
Takes an active part in streamlining reimbursement functions in order to increase productivity without reducing quality of work.
Oversees development of monthly detailed statistics and ensures their accuracy and consistency. Provides all statistical schedules and graphs used for monthly financial package.
Investigates and reports to Executive Director of Finance and CFO monthly statistical and FTE budget variances.
Responsible for assisting with development of the Operating and Capital budgets for CMC Healthcare System, which consists of patient revenue computations and related contractual allowances, bad debt, free care, salary and wages and non-salary and wages expense preparation.
Supports the accurate and timely preparation of budget package for Board of Trustees.
Supports the training of all hospital directors in EPSI budget module and the budget process. Works closely throughout entire budget process with directors, and is a point of contact for budget related concerns.
Manages the EPSI budget module and coordinates creation of new budget dataset each year, creating accrual tables, loading and ensuring accuracy of employee level data; spreading budget; creating analyses and report as needed in EPSI.
Works closely with Senior Leaders, Directors and Human Resources to ensure that budgeted FTE levels are appropriate and consistent with volumes. Provides productivity analyses as needed. Supports the position control process by validation of replacement FTE requests, ensuring FTE requests are budgeted, providing data and justification for new FTE requests. Reconciles FTE budget during the budget cycle.
Works closely with directors throughout hospital as well as Decision Support, Financial Reporting, and Managed Care Contracting staff on various ad-hoc analyses as needed.
Investigates and reports on current reimbursement developments on the state and federal level. Maximizes reimbursement from Federal and State programs for CMC Healthcare System and its subsidiaries through knowledge of these programs. Makes recommendations regarding federal and state reimbursement regulations that would help increase reimbursement through new legislation.
Verifies that correct prospective payments through DRG (Diagnostic Related Group) and APC (Ambulatory Payment Classifications) mechanism are paid to Catholic Medical Center within federal / state guidelines and timeframes.
Works closely with Director of Accounts Receivable, Director of Health Information Systems, Information Systems, Admitting and all revenue producing departments to ensure that all federal and state reimbursement regulations are understood and used to maximize reimbursement.
Provides training/mentoring to Reimbursement & Budget Analysts to develop acumen around cost reporting, budgeting, month end preparation, and other topics as needed.
Utilizes and maintains the Reimbursement Manager Software to prepare reports used for management decision making. Works to develop reporting and information system extraction tools and query to access information within the hospital’s computer systems. To serve as resource for entire finance division.
Participates in appropriate role in fire and disaster drills, fires and other emergency situations.
Exercises care in the use and operation of equipment and reference materials. Maintains work area in a clean and organized manner.
Maintains confidentiality of patient and payroll data.
Performs similar or related duties as assigned or directed, including various analyses.
