Our client, The Finance Authority of Maine (FAME) is seeking a Director of Strategic Growth and Finance.
In conjunction with the Board of Directors, senior leadership team and staff, as well as partner authorities and organizations, this role will lead the development of innovative financial capital strategies to meet the needs of Maine people, businesses and its economy.
This role will also function as the Chief Financial Officer to assure the organization has the requisite financial capabilities and capital to support its financing strategies, as well as lead the finance functions for the organization and affiliates.
Essential Duties & Responsibilities
I. Strategic Growth and Innovation – Provides leadership, direction and management, including but not limited to the following:
A. Consistent with Maine’s 10-year Economic Development Strategy, identifies and develops strategies that facilitates capital access for Maine businesses, as well as support higher education and workforce development for its people.
B. Works across Maine’s economic development and higher education agencies and providers to identify opportunities to leverage and scale capabilities of the ecosystem.
C. Cultivates the national impact investment, philanthropic, venture capital and institutional investment communities to attract financial capital to support Maine businesses and workforce.
D. Actively participates in national industry associations (e.g., CDFA) to collaborate and identify best practices for potential implementation in Maine.
E. Works with the FAME senior leadership team to integrate strategies into its existing divisions, or build new operating structures, as appropriate.
II. Finance and Accounting Functions – working closely with the Chief Accounting Officer, oversees the following:
A. All accounting functions for the Authority and affiliates including the general and subsidiary ledgers, accounts and notes receivable, payables, purchasing and payroll.
B. Develops investment strategy with management and Board. Structures and manages investment portfolio according to policy while maintaining adequate liquidity for the Authority’s cash flow needs.
C. Works with senior leadership team to ensure FAME has adequate capital and proper reserves to support its programs.
D. Oversees monthly financial statements, annual budget, cash flow modeling, forecasts, product costing, and presents information to management and Boards.
E. Supervises the annual audits of the Authority’s financial records, including funds managed for other entities by external auditors.
F. Plans, directs, and assumes responsibility for the organization’s overall financial plans and policies.
G. Structures bond financings with investment bankers. Develops and maintains relationships with investment bankers, banks, bond counsel, trustees, borrowers, and other financial institutions.
H. Provides various financial reports directed to groups outside of FAME such as the legislature, the federal government, and the rating agencies.
I. In conjunction with the CEO and other senior leaders this position will ensure compliance with state and federal regulations for all programs, as well as sound internal control over financial reporting. Build internal policies and procedures to ensure adequate controls and systems.
III. Maintain active memberships in professional organizations to initiate, develop, and maintain sustaining relationships with governmental entities, financial institutions, and other related organizations.
IV. Participates in civic activities to promote growth and development of the community and a positive public image for the Authority.
Experience/Education
1. Four-year college degree with significant finance, business and/or marketing courses taken. Masters of Business Administration or other advance degree/license in marketing, finance or investments, preferred (or an appropriate combination of education and work experience).
2. Minimum of ten (10) years related work experience in areas of business leadership, product development, corporate finance and investment management.
