Primary
Responsibilities:
Serves as project team member on moderately complex projects and prepares and analyzes business and technical requirements of proposed automated systems.
Researches, recommends acquisition, and evaluates software tools and techniques, and assists project development teams in selecting the most appropriate forms of technology that are available and practical.
Provides ongoing operational support and user assistance, including resolving daily application processing problems and providing advice on the impact of software changes.
Research and reviews new information system technologies and software development techniques for use in development projects.
Reviews and reads periodicals and attends classes and seminars.
Consults with users to elicit and document business and technical requirements, developing or modifying departmental systems as required.
Conducts and coordinates functional and user testing.
Plans and occasionally develops application system prototypes using various software tools to determine the feasibility and cost effectiveness of alternative approaches to assigned projects.
Writes programs and/or queries using standard languages for the selected environment and according to Bank and Federal Reserve System (FRS) development standards.
Serves as user department liaison to Information Technology Services (ITS).
Builds and maintains knowledge of customer’s business including business rules, operational procedures, and how the business function fits into the mission of the Bank as a whole.
Maintains all systems documentation according to FRS and Bank standards.
Demonstrates effective Supervision, Regulation and Credit (SRC) Core Competency skills for grade and position.
Actively involved in the accomplishment of departmental and Bank-wide quality initiatives.
Fulfills job duties and responsibilities in conformance with sound safety practices.
Complies with all applicable information security policies, guidelines, and practices.
Performs other related duties as assigned.
Education and
Experience:
Bachelor’s degree with a concentration in Information Technology or MIS-or equivalent significant experience in information technology and information technology project management-is required.
Five to eight years experience in information technology, with one to three years of project management experience, is required.
Experience with system development life cycle methodology for applications development is strongly preferred.
Experience in performing in-depth research and analysis is strongly preferred.
Experience in gathering user requirements and working with project team programmers and analysts is strongly preferred.
Experience with Project Management Body of Knowledge (PMBOK) project management methods is strongly preferred.
Understanding of continuous improvement methods such as CMM (Capability Maturity Model), CMMI (Capability Maturity Model Integrated), or Six Sigma is preferred.
Knowledge and Skills:
Strong knowledge of PC platforms and application development and use of standard PC productivity tools.
Strong knowledge of various development techniques such as waterfall, agile, RAD, etc.
Good verbal and written communication and people skills.
Good team building and coaching skills.
Good organizational and time management skills.
Good project management skills, including estimating, scheduling, and monitoring.
Knowledge of mainframe development languages and data base systems is preferred.
Basic understanding of application security, authentication methods, and preferably the Federal Information Security Management Act.
Basic understanding of web design concepts and techniques.
