The mission of the Department of Veterans Affairs (VA), Office of Information Technology (OIT), Software Product Management (SPM), Corporate Portfolio, is to provide high quality IT products and services to those responsible for commissioning care and benefits to veterans, families, and their beneficiaries. Corporate Portfolio is comprised of disparate product lines that manage the innerworkings of VA enterprise
functions that include Human Capital Management, Financial Management, Acquisition Management, Congressional Affairs, General Counsel, and Supply Chain Services. Human Capital Management Product Line (HCM) is amidst the Corporate Portfolio suite
and is the primary focus of services provided.
This is a contingent position.
Primary Responsibilities:
The Senior Human Capital Project Manager provides technical support to HCM and HRA OSP shared service products with an emphasis on the current version of HRSMART, system of record for
human capital data, and the future version of HRSMART. The Scope of work shall include but not limited to system integration, configuration, system engineering, defect management, testing, deployment, operations, and management services. Continued enhancements through development and configuration are planned for future and shall
include the current HR system and the future version of HRSMART.
Minimum Qualifications:
Minimum of 8 years experience in human capital
Bachelor’s degree in related field
Experience supporting large, complex Cabinet-level federal agencies, ideally the Department of Veterans Affairs.
Agile tools such as JIRA to document and provide a timely progression of project status
Availability to obtain and maintain a public trust clearance.
Legal authorization to work in the U.S.
Desired Qualifications:
Skills in providing technical guidance to the project team in performance of the work and reviews the quality of all work products.
Experience with staffing, project planning, project financials, and staff direction and oversight.
Ability to maintain and manage the client interface at the Contracting Officer Representative (COR) levels.
Experience conducting organizational assessments, program audits, and evaluations, system alignment, and process and productivity improvement.
Ability to get up to speed quickly on complex issues.
Desire to work in a fast-paced, rapidly evolving environment.
Excellent ability to communicate (written and verbally) across most mediums and settings.
Experience preparing and managing budgets; performing major decision making and problem solving.
Ability to manage, lead and motivate a small team of professional staff.
Outstanding written and verbal communications skills.
