Located among the Columbia, Yakima, and Snake Rivers in southeastern Washington, Ben Franklin Transit (BFT) is a municipal corporation which provides public transportation services in a 616 square mile area in Benton and Franklin Counties. BFT administration offices are in Richland, which, along with its sister cities of Kennewick, Pasco, and West Richland, make up the Tri-Cities (population 283,000). The area is in the heart of wine country and averages 300 days of sunshine a year, allowing residents and visitors to enjoy a multitude of outdoor activities, including water sports, golf, wine touring and outdoor theater.
BFT is governed by an appointed ten-member board of directors. The overall management of BFT is divided into five departments: Fleet & Facilities, Human Resources & Labor Relations, Marketing & Communications, Planning & Service Development, and Administrative Services. BFT had a 2022 operating budget of $58.8 million and has a current capital budget of $83.6 million. BFT employs 374 full and part-time employees, both union and non-union.
Under the direction of the Administrative Services Director, the Senior Finance Manager performs highly complex accounting and financial analysis to provide accurate and timely financial reports to management, government agencies, and the public to support sound decision-making and ensure appropriate public disclosure and accountability. This position will ensure compliance of agency policies, procedures and legal requirements, and manage accounting operations, including budget control, cash management, grants management, accounts payable, accounts receivable, treasury, general ledger, payroll, fixed assets, and revenue services.
A bachelor’s degree in Accounting, Finance, or Business Administration from an accredited institution and four years of increasingly responsible accounting experience is required. The ideal candidate will have a CPA and/or CPFO and seven years of experience managing public sector finance department operations in a supervisory capacity.
