About the Opportunity
Protecting life and property since 1963, the Albuquerque Metropolitan Arroyo Flood Control Authority (AMAFCA) is a public agency serving the Albuquerque Community. Our mission is to ensure safety and to eliminate/minimize property damage by building and maintaining effective Albuquerque flood control structures. We need someone who wants to be part of this important team that provides these vital services to the Albuquerque community.
We are seeking a Director of Finance & Procurement with at least 5 years of experience as noted in the “Requirements” section, below. The individual hired for the position will oversee AMAFCA’s finances and procurement, including, managing cash flow, accounting, budget, credit, tax, treasury, and investments. This individual will also work closely with the executive team and be responsible for preparation of various reports, including reports for AMAFCA Board of Directors and the NMDFA-LGD to include forecasting.
This individual will ensure compliance with purchasing policies and procedures and will serve as AMAFCA’s direct contact with the New Mexico Department of Finance and Administration Local Government Division (NMDFA-LGD) for budget approval. The person will also prepare the amortization schedule for bond payments, make appropriate principal and interest payments, act as the primary contact with the County Bureau of Elections for the Board of Directors Elections and Bond Elections, and work with the Executive Engineer, Financial Advisor, and Bound Counsel in preparation for the Bond sale. This person will also administer the bond elections. This individual also keep procurement records, prepares purchase orders, verifies deliveries and accuracy of payment, drafts and recommends changes to the procurement in compliance with code, and provides general oversight for payment of invoices and maintains records. This individual will ensure policy and procedural compliance with current laws and regulations and will administer the Arbitrage Compliance program. This person will also be involved in the different facets of handling of and ensuring compliance with taxes. The individual in this position will also be assisting staff in preparation and maintenance of policies, plans, procedures, practices, manuals, and systems including but not limited to, accounting, contract management, procurement, safety, and personnel.

Requirements
Completion of a bachelor’s degree in accounting from an accredited college or university required. Five years of experience in accounting with a thorough knowledge of the principles and practices of budgeting and MIP Fund Accounting as applicable in a local government setting including pertinent statements of the Governmental Accounting Standards Board (GASB). New Mexico Chief Procurement Officer Certification, “CPO” Certification or ability to obtain within eight (8) months of hire.
Must have a thorough knowledge of forecasting, investing, and government procurement. Experience and demonstrated skill in preparing, reviewing and analyzing financial statements, schedules and budgets. Proficient computer skills, with emphasis on fund accounting software and spreadsheets. Must possess good verbal and written communication skills, including experience in dealing with other governmental agencies and the public. Must have ability to self-start, and to work without constant supervision. Must work well within a team.
Must have a valid New Mexico driver’s license and must show proof of automobile insurance. Must be able to be bonded. Certification as a CPA preferred.
Job Specifications and Pay
This job is located in Albuquerque. It is a full-time salaried position The salary range is $77,000-$112,000, dependent on experience, with paid holidays, paid time off, medical, dental, vision, and retiree benefits. AMAFCA offers a competitive salary, based on qualifications, and a full benefits package.
