DIRECTOR OF FINANCE & OPERATIONS
JOB DESCRIPTION
Position: Director of Finance & Operations
Job Goal: To provide leadership in all business affairs of the district. To provide direction and supervision in all accounting, purchasing, bid specifications, budget, transportation, facilities and food service functions for the school district in order to provide the best educational opportunity for all students.
Supervision: Reports to the Superintendent.
Education, Work Experience and Licensure:
Required: A Bachelors Degree in Business Administration or Accounting and all the requirements of the Massachusetts Department of Education. A minimum of three years full time experience in financial management with emphasis on public sector budgeting, purchasing, school finance, accounting, and school law relating to business affairs. Licensed by MA Association of School Business Officials (MASBO). Acceptable C.O.R.I. and Fingerprint report as determined by the Superintendent.
Preferred: Masters Degree in Business Administration. Two (2) years experience in school/municipal finance.
Performance Responsibilities:
Faithfully and effectively performs such duties and responsibilities as calledfor by the following:
a. Massachusetts General Laws
b. Policies of the Granby School Committee.
c. Directives of the Superintendent of Schools or his/her designee.
d. The District and Schools Annual Improvement Plans.
e. The regulations and requirements of grants, special or mandated programs.
Supervises the management of the financial affairs of the schools.
Assumes responsibility for budget development and long-range financial planning.
Establishes and supervises a program of accounting adequate to record indetail all financial transactions.
Supervises all accounting operations.
Oversees purchasing for the district, bid specification and contracts.
Supervises the collection, safekeeping, and distribution of all funds.
Assumes direct responsibility for the supervision and evaluation of the Maintenance & Facilities Coordinator,accounts payable analyst, payroll supervisor.
Administers employee benefit programs including group health insurance,sick leave, vacations, workers compensation, etc.
Supervises plant construction and renovations.
Administers a budget control system for the district.
Attends all School Committee meetings and other meetings as directed bythe superintendent.
Responsible for all transportation matters, i.e. drawing up specifications andcontracts.
Coordinates with Principal to have bus routes and schedules for the coming school yearpublished during August. Arranges to have route and/or schedule revisionspublished as necessary.
Evaluates the operation of the school transportation system and makerecommendations to the Superintendent for improving the efficiency andsafety inherent in the operation.
Performs other duties related to the school transportation system as they areassigned by the Superintendent and/or School Committee.
Oversees all aspects of the school lunch program and contract services.
Acts as advisor to the Superintendent on all questions relating to thebusiness and financial affairs of the district.
Recruits, hires, trains, supervises and evaluates all clerical andfinancial staff in the business department.
Participates in negotiations as directed by the Superintendent.
Arranges for the internal auditing of school accounts.
Assists the Superintendent in interpreting the financial concerns of the districtto the community.
Performs other tasks as directed by the Superintendent.
Acts as a Mandated Reporter (Chapter 119, Section 51A)
Complies with Non-Violent Crisis Intervention Policy.
Special Knowledge/Ability Required for the Position:The position requires a moderate amount of walking, standing, sitting and climbing stairs and step stool whenever necessary. Activities also include moderate physical exertion in body movement such as reaching, bending, twisting, grasping, pushing, and pulling of objects. The position requires lifting objects of forty (40) pounds on a frequent basis, and over forty (40) pounds occasionally. There is a frequent requirement of fine manipulation associated with the required use of a computer, typewriter, keyboard, calculator, and other business machines.
Physical Requirements:
Must be able to work collaboratively and respectfully with administrators, faculty, staff and parents to promote a positive view of the schools. Ability to work accurately. Ability to listen to co-workers and parents and to respond in a timely manner.
Environmental Conditions:
The employee is required to work indoors. The regular chemical solvents are toners and cleaning fluids. Occasionally the employee is required to spend time in the kitchen where temperatures may vary from very cold (freezer) to very hot and may encounter high noise levels.
