Position Summary
Reporting to the Associate Provost and Executive Director, the ISSO Associate Director for Finance, Human Resources, and Operations is responsible for the day-to-day administrative activities of the department including but not limited to financial management, human resources, and administrative operations. The incumbent assumes overall responsibility for the department’s budget, working closely with the Provost’s Office and the Office of Management and Budget. Incumbent is also responsible for HR functions, including posting of position openings and hiring of finalist(s). Works closely with other offices throughout the University.
Responsibilities
Overall management of department finances including oversight of all financial reporting, variance analyses, and compliance reports; responsible for the integrity of the financial data review of monthly financial transactions; provides financial analytics, modeling, and forecasting, and uses data to inform short-term and long-term planning and decision-making; prepares and manages budget submission for next fiscal year and updates budget throughout the year; submits quarterly variance analyses to financial reporting unit; stays up-to-date on changes to financial systems and processes centrally and implement changes where required.
Reviews, approves and processes invoices, expense reports and other payments through Accounts Payable; manages purchasing requisitions; processes internal transfers among department projects and to other University departments; oversees P-card transactions needed by office staff, maintains transaction receipt file for monthly reconciliation, updates P-card expenses to appropriate chartstrings and approves transactions verified by P-card reconciler.
Responsible for all Human Resources activities including recruitment, onboarding, performance management, and employee relations; serve as primary liaison with with Central Human Resources and the Office of General Counsel; manage the review and approval of job desciptions, applicant review, hiring and onboarding processed in the University’s applicant tracking system (TalentLink); hiring of student workers and temporary staff; management of staff leaves of absence with Leave Management office; processes payroll-related transactions including bi-weekly time collection for hourly staff.
Works closely with the Associate Provost and Executive Director on all space related matters; provides oversight of departmental facilities Maintains office infrastructure including purchase of supplies and equipment for two office locations; office maintenance issues with CU Facilities building manager and/or Facilities area manager for concerns in rented office space; Collaborates with other University offices and departments as needed to ensure effective operation of the department.
Identifies opportunities for process improvement and creates policies and procedures to streamline services

Minimum Qualifications
Bachelor’s degree required
Minimum of 5 years related experience, preferably in a university setting
Relevant experience in financial administration, human resources operations and office administration
Excellent written, spoken and organizational skills and attention to detail
Initiative, discretion, ability to establish priorities and work independently using good judgment without supervision
Preferred Qualifications
Experience with Columbia University policies, procedures and financial and HR systems
