Office of School Operations & Finance
The School Finance Coordinator is responsible for coordinating the activities and functions of School Finance Services and managing the office workflow to assist the office director in completing all tasks in a timely and accurate manner; performing complex financial analysis; and assisting in other regulatory and technical assistance activities.
1. Assists in compiling, editing, and summarizing necessary data and performing the required computations under the Public School Support Plan.
2. Performs complex financial computations without supervision and manages workflow to ensure that assigned tasks are completed in a timely and accurate manner.
3. Assists in compiling, reviewing, analyzing, and summarizing budgetary and financial data.
4. Assists in providing financial information to the Legislature, West Virginia Board of Education (WVBE), state and federal agencies, and various other offices.
5. Assists in formulating a uniform system of budgetary and financial accounting practices and procedures.
6. Provides technical assistance on generally accepted accounting principles (GAAP), including the implementation of new standards from the Governmental Accounting Standards Board (GASB).
7. Assists in conducting professional development workshops and provides guidance on preparing monthly and annual financial statements, proposed budgets, cash flow projections, salary schedules, indirect cost plans, certified personnel reports, and miscellaneous other reports.
8. Participates in continuing professional education activities to maintain current knowledge of GAAP principles for governmental entities, governmental accounting and financial reporting standards, generally accepted auditing standards, the West Virginia Education Information System (WVEIS), state statutes, and other school finance matters.
9. Reviews the audit reports of local educational agencies conducted in compliance with the Single Audit Act and related federal requirements and monitors auditees’ corrective action plans.
10. Analyzes financial impact of proposed legislation and prepare cost estimates and fiscal notes.
11. Participates in special circumstance financial reviews of county boards of education, as needed.
12. Performs other duties as assigned by the West Virginia Department of Education (WVDE) administrators, the School Operations Officer and the Director of School Finance Services.
1. Bachelor’s degree with a minimum of 24 hours in Accounting required; Certified Public Accountant (CPA) or individual with a Master’s degree in Business Administration (MBA) or Professional Accountancy (MPA) preferred.
2. Three years of administrative or related work experience required; Minimum of two years’ experience as a county board of education Treasurer/Chief School Business Official preferred.
3. Demonstrated ability to communicate effectively with a broad knowledge of school system’s operations.
4. Demonstrated knowledge of general accepted accounting principles for governmental entities.

7. The staff member demonstrates ability to work effectively with county personnel and other state/local officials.
8. The staff member is willing to travel to provide technical assistance, conduct periodic workshops, and provide other assistance to local educational agencies, as needed.
9. The staff member understands that work assignments may change or be added, as priorities emerge with the West Virginia Department of Education and/or the office and/or service area.
TYPICAL WORK HOURS: 8:00AM – 4:00PM
Department of Education staff are employed upon recommendation of the State Superintendent of Schools and are state employees. No representative or employee of the state is authorized to enter into any employment contract or other agreement. Department staff work under the direction of the State Superintendent of Schools for the general supervision of the free schools in the state and implementing the policies of the board and other necessary tasks as determined by the State Superintendent of Schools or his/her designee. Each employee is at-will and subject to termination by the State Superintendent of Schools at any time, with or without notice, cause or compensation.
The employment relationship between the State Superintendent of Schools and the employee may be terminated by either party. Reasons for termination by the State Superintendent of Schools include, but are not limited to, immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, the conviction of a felony or a guilty plea or a plea of no contest to a felony charge, misuse of funds or property, violations of law or policies of the state board, lack of need, or a lack or loss of funding.
