JOB SUMMARY AND DESCRIPTION OF TASKS
Position: Director of Finance & Operations
Reports to: Superintendent
Conditions of Highly competitive salary; 260 day contract;
Employment Exempt position under FLSA rules.
Position Description: Plan, organize, coordinate, and direct the central business services and financial activities of the District. Responsible for the development and management of District budget and internal control systems for all funds. Provide primary user support for fiscal information within the district.

RESPONSIBILITIES:
Responsible for accounting, budget and internal control functions of the school district’s financial operations. Provide technical expertise within the full range of these functions.
Develop and implement policies, procedures and standards for an effective fiscal management program, accurate financial statements and systems of internal control for central office, school and departments.
Ensure legal financial records for budgeting and expenditures in accordance with state mandate and good business practice.
Develop, update, recommend, implement and communicate written procedures in accordance with the ongoing review of state and federal applicable budget requirements, state accounting manual, Internal Revenue Service, state auditors and grant requirements.
Direct cash management and investments for all funds.
Serve as a resource person to district administrators in matters of business office operations and procedures. Provide a wide variety of fiscal information.
Serve on the Superintendent Cabinet.
Oversee operational departments
Prepare internal and external financial reports. Prepare specialized reports for schools and departments.
Prepare, edit and input data for the budget (F-195), year-end financial report (F-196) and comprehensive annual financial reports, including the SEFA report. Prepare specialized reports for schools and departments.
Maintain district’s fixed assets records for general and capital project funds. Prepare yearly inventory reports for buildings and programs.
May reconcile grant awards and submit claims for reimbursement.
Oversee district equipment and curriculum surplus process.
Develops bond and levy projections in order to create applicable financial proposals for the purpose of providing leadership with bond requests and levy renewal functions.
Provide assistance to the state auditor during the performance of the annual audit.
Coordinate fiscal reports and files that involve personnel, payroll accounting, budgeting data processing systems.
Provide monthly reports to the Superintendent and board of Directors on the status of budget accounts and general financial condition of the district.
Coordinate enrollment projections and translate into certificated and classified staffing levels.
Manages the District’s long range facilities and capital projects planning and action plans for the purpose of planning for the long-term needs in accordance with District operational goals, while maintaining appropriate documentation, fiscal responsibility and conforming to established policies, procedures and law.
Oversee collection and reporting of monthly enrollment.
Coordinate, manage and supervise the day to day operation of the business department and employees.
Serves as a team member of negotiations teams
Oversee the District Public Records service
Supports the Superintendent, Board, and department administrators for the purpose of developing and implementing services and programs and achieving operational goals.
Perform other duties as needed or as assigned.
Assure compliance with all legal financial requirements.
Prepare, submit and manage all state, federal and other financial reports.
Manage and oversee all payroll related functions including benefit plans and related services.
Submits records, reports and assignments promptly and efficiently.
QUALIFICATIONS:
BA Degree in Accounting/Business desired. CPA preferred.
Three years experience in financial management at a Washington State K-12 school district Central Office level, or in Washington State K-12 school district auditing.
District level educational and operational experience preferred.
Experience in budget development, enrollment projection and forecasting.
Strong background in computer spreadsheet application and construction.
Demonstrated personal computer skills to include word processing, spreadsheets, query and data base.
Demonstrated experience working with governmental fund accounts, Common School manual and OSPI Accounting manual.
Required to perform multiple, highly complex, technical tasks with a need to periodically upgrade skills in order to meet changing job conditions.
Knowledge of WSIPC data processing and WESPaC system preferred.
Experience and involvement in school facility construction process helpful.
Ability to effectively schedule, organize and coordinate assignments.
Demonstrated interpersonal relations, communications and problem solving skills.
Leadership qualities that demonstrate an ability to be innovative, as well as maintain responsible and trusting relationships and provide for growth and development of staff.
Proven ability to positively participate in a fast-paced team environment.
Portrays positive attitude, initiative and responsibility to the District Office staff.
Understands and carries out oral and written directions efficiently and effectively.
Exercises pleasant and tactful phone manners and other effective public relations skills.

Promotes good staff morale and works harmoniously with fellow District Office staff.
Ability to work with a team, make good decisions in a timely manner; plan, organize and prioritize responsibilities, learn new computer programs, supervise staff.
