VDH is posting on behalf of the Opioid Abatement Authority (“Authority”)
A unique opportunity exists to work for the Opioid Abatement Authority (“Authority”) as its Finance Director. The purpose of the Authority is to abate and remediate the opioid epidemic in the Commonwealth through financial support from the Opioid Abatement Fund (“Fund”), in the form of grants, donations, or other assistance, for efforts to treat, prevent, and reduce opioid use disorder and the misuse of opioids in the Commonwealth. The Authority is established as an independent body, governed by an eleven-member Board of Directors (“Board”). The successful candidate will have the opportunity to oversee and manage the Authority’s budgetary and fiscal activities. The Authority is responsible for the establishment of criteria for funding requests and awards, ensuring that awards are distributed equitably, and evaluating funding requests and the implementation/results of the projects supported by the Fund. The successful candidate will be responsible for the oversight and management of the Authority’s budget and all fiscal activities. This position will advise the Executive Director on all financial, procurement and related administrative functions of the Authority. In addition, the Finance Director will report to and work closely with the Executive Director and the Board to ensure effective fiscal management is executed by the Authority and consistent with the Authority’s mission, strategic plan, and approved budget. The Finance Director shall also: maintain and preserve at the Authority’s general office all financial books, documents, and papers of the Authority; exercise and perform such powers and duties as may be delegated by the Executive Director or as may be conferred or imposed by law; employ or retain such special agents or employees subordinate to the Finance Director as may be necessary to fulfill the fiscal duties of the Authority conferred upon the Executive Director, subject to the Board’s approval; and make recommendations to the Executive Director for legislative and regulatory changes.
Minimum Qualifications
Successful candidate must have considerable knowledge of the principles, best practices, and federal and state regulations related to financial accounting processes.
Successful candidate must have considerable knowledge of grant contract management and oversight; considerable experience with financial management, budgeting and oversight; and knowledge of state budgetary process and procurement regulations.
Successful candidate must be skilled in the use of information systems, including MS Office and electronic financial management systems.
Successful candidate must have demonstrated ability to establish strong relationships with key customers, including but not limited to the Department of Planning and Budget, Virginia Information Technology Agency, the Department of Accounts, the Auditor of Public Accounts, and the Office of the Attorney General.
Successful candidate will have excellent communication and relationship building skills with an ability to prioritize, negotiate, and work with a variety of internal and external stakeholders.
Preferred Qualifications
Minimum of a Bachelor’s Degree in Finance, Accounting, Business, or Public Administration.
Extensive and broad-reaching financial and operational management experience.
Considerable experience regarding final responsibility for the quality and content of all financial data, reporting, and audit coordination on behalf of an organization, large division, or significant program area.

Employment is contingent upon satisfactory results of a state and federal criminal history background check and the Department of Social Service’s Child Abuse and Neglect Central Registry check, U.S. HHS IG Exclusion List check, employment reference check and E-Verify. Other financial, credit, driving, or other background checks prior to employment may be required for certain positions. Completion of Statement of Economic Interests will be required upon employment.
