The Department of Health Systems and Population Health has an outstanding opportunity for a Grants and Finance Manager to serve as a lead of the research support team to provide comprehensive pre- and post-award research managements, including oversight and day-to-day administration of a portfolio of grants, contracts, and other sources of funds.
This position will serve as the department expert on pre-/post-award grants and contracts administration and hold substantial responsibility for managing the post-award grants and contracts program across diverse research centers at multiple UW locations. The Grants and Finance Manager sets department policies and creates effective procedures for post-award management of grants and contracts and/or provides policy recommendations that are relied upon by senior management. This position ensures that policies and procedures are implemented effectively and consistently by research and administrative staff to accomplish grant administrative deliverables. This position reports to the Assistant Director of Finance and Research.
Housed in the UW School of Public Health, the Department of Health Systems & Population Health is a dynamic academic and research department with the mission of working with partners in public health and health care to prepare leaders, design solutions, and conduct innovative research that is translated into practice and policy. Responsibilities:
Post-Award Administration
Manage overall post-award administration for faculty research grants and contracts, including faculty/staff effort, compliance, subcontract administration, budget management, grant tracking and reporting including cost share reporting in timely manner.
Standardize post-award operations across research centers and teams. Design and implement new pathways for budget oversight and management. Establish procedures and methods for monitoring budgets/contracts and for collecting, analyzing, interpreting, and disseminating information with department-wide impact.
Consult with funding agencies to resolve problems, ensure compliance, and/or obtain approval for deviation from award specifications (e.g., project extensions, re-budgeting, carry-forward requests, change of PI or PI transfers, reduction in effort by key personnel, change in project scope, etc.).
Proactively seek information to maintain up-to-date knowledge about sponsor and UW requirements as well as restrictions/allowable costs on specific budgets/awards and communicate this knowledge effectively to faculty and program staff.
Manage research and teaching subcontracts and execute subcontract BPOs.
Oversee research operations activities and provide regular status reports to faculty PIs and Assistant Director for Finance and Research related to research and project activity.
Review GCCRs and FECs before sending to faculty
Develop and manage system for tracking and reminding PIs of deadlines for annual reports, progress reports, competitive and non-competitive renewals, and pending actions for faculty grants.
Proactively investigate and resolve problems related to faculty grants.
Pre-award application preparation
The Grants and Finance Manager is responsible for the oversight of workflow in the Pre-Award area including oversight of all work assigned to the team. S/he manages and resolves more complex issues and portions of the Pre-Award process including communications with faculty as needed.
The Grants and Finance Manager helps to resolve any timing issues. Training faculty and ensuring all required deadlines are met is essential.
The Grants and Finance Manager serves as the subject matter expert, applies knowledge of internal and external requirements to prepare, review, and submit administrative and financial portions of grant applications, contracts, and internal forms for institutional approval and submission to sponsors through SAGE, NIH ASSIST, Research.gov and other channels and must:
Meet all service level requirements for pre-award grant process through effective management of pre-award tool and independent management of staff time.
Provide assistance and consultation to the research team and departments in development of proposal budgets, cost sharing and salary cap issues, application of tuition, inflation, Principal Investigator effort and other budgetary issues.
Notify/communicate directly with faculty, PIs and staff to resolve all compliance issues and quality issues identified during the grant application process.
Provide current requirements and guidelines to faculty and staff on the various sponsor proposal guidelines and submission process requirements and ensure grant submissions align with, University, Federal policy, and Department specific requirements including: GIMs, OMB Omni Circular, and NIH Grants Policy Statements.
Direct and/or consult with Principal Investigators, Department, Office of Sponsored Projects, Post Award Fiscal Compliance, School of Public Health Dean’s office and sponsors regarding regulations and requirements as necessary; based on unique requirements of different grant funding agencies and grant types.
Supervisory Responsibilities:
Recruit, hire, train, and supervise 2 professional staff Grants Specialists, consulting with the Assistant Director as needed.
Oversee the day-to-day operations of the Grants team while providing strategic guidance and mentorship as needed.
Assure that each staff member knows what is expected of them by identifying and establishing core competencies. Assess and respond to staff training and coaching needs.
Assign tasks and manage staff and workload regarding grants, related fiscal or research duties.
Other financial and related tasks
Develop financial management tools for tracking, analysis and reporting and train center administrators, program managers and fiscal staff on tool use and best practices.
Oversee MyFinancialDesktop (MyFD) reconciliation for compliance and accuracy and manage funding projections for faculty and staff.
Execute and/or oversee staff in the execution of expediting journal vouchers, salary and cost transfers, invoicing, and records retention.
In concert with the Assistant Director, actively engage with the team/staff in process improvements to ensure the team is consistently utilizing cost effective standards, up to date tools,
Stay current on emerging information and technologies by attending workshops/trainings and developing relationships with peers. Provide new ideas and best practices be incorporated into solutions and plans so the entire department can benefit.

Qualifications:
Bachelor’s Degree in Business Administration, Finance, Accounting or Related field
Four or more years’ experience in research administration, including post-award grant administration and budget analysis and reporting.
Ability to synthesize and communicate budget and policy information to scientists.
Demonstrated ability to maintain harmonious relationships and effectively address complex and sensitive administrative issues.
Demonstrated attention to detail and proven ability to manage multiple projects in an organized, thorough, and timely fashion against pre-determined goals and deadlines.
Prior exposure to competitive sponsored research programs, completing grant applications, negotiating effectively with sponsors, and monitoring research budgets post-award.
Advanced knowledge of Microsoft Programs: Excel, Word, and Outlook.
Proven leadership and communication skills.
Proven ability to organize complex tasks.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
Desired Qualifications:
Experience working in a large multi-faceted academic department with large teaching and research program.
Working knowledge of UW fiscal and administrative system and departments, including MyFD. This also includes other University operating systems, FASTRANS, SAGE, ASTRA, ARIBA, MFD, OPUS, Enterprise Data Warehouse.
Training experience.
