Job Summary:
The Director of Finance and Administration (DFA) is a full-time exempt professional position in the offices of the Vice Chancellor for Health Affairs and the Vice Chancellor of Research plays a key role in the financial, operational, and strategic management of these offices and all of the departments that fall under them (approximately 14) at the University of Colorado Anschutz Medical Campus. This position is responsible for the oversight of fiscal operations, planning, and management of the departments that fall under the VC offices. This position serves as a resource to others to provide high quality, creative, and solutions oriented financial support, advice, and counsel at the strategic, policy, and operational levels as needed to assure adherence to UCD and CU policies and procedures and contribute to the mission of CU Anschutz and accountability for services provided. This individual works closely with the VCs and the Department Directors to support the implementation of each department’s financial and strategic plans. The DFA will advocate for the VCHA and VCR departments at Executive leadership meetings. The individual is accountable for upholding University set standards and guidelines. Additionally, the DFA must exercise sound judgment to optimize the functional efficiency of the VC offices.
Key Responsibilities:
Financial management of VCHA and VCR funds that include general, gift, plant and grant funds. Duties include initiation and negotiation of payments from internal and external affiliates, determining the appropriate account to place the funds in that align with set University policy and departmental strategic plans, monthly reconciliation of expenses, creating and approving journal entries and PETs to balance budgets, preparing customized spreadsheets showing balances and expenses. Monitor general fund and auxiliary budgets monthly for deficits and decide how to adjust as needed. Monitor CU Foundation records for accuracy. Ensure appropriate and responsible fiscal management of all departmental funds. Serve as point of contact for UCD Administrative offices.
1) Interpret financial statements; 2) resolve questions/problems and interpret new procedures/policies; 3) assist with and monitor reconciliation of accounts/statements.
Provide quarterly fiscal updates separately to the Vice Chancellor for Health Affairs and the Vice Chancellor for Research on their respective units summarizing overall fiscal standing, budget tracking, etc.
Gather the individual fiscal leads from each of the units for regular group meetings to convey university changes in finance, human resources or policy and also to assess for any questions or needs from the units.
Advise faculty and staff on University and departmental purchasing policies specifically established for the VCHA and VCR and use judgment to amend departmental systems when vulnerabilities are noticed. Approve SPO and Purchase Orders for VCHA and VCR areas as needed. Serve as Delegated Approver for procurement cardholders within the VCHA and VCR areas as needed.
In consultation with the Vice Chancellor for Health Affairs and the Vice Chancellor for Research, develop and implement internal controls. Investigate opportunities for continuous improvements of monitoring structure and policy updates. Implement and execute new procedures to mainstream HR and financial activities across all departments.
Oversee all human resource activity for internal and external high level HR search processes as needed for all areas and provide backup as needed to include guiding the hiring procedures, policies, online entry, timekeeping, and payroll where appropriate. Collaborate with management level staff on confidential and sensitive HR matters on an as needed basis for matters such as layoffs, terminations, and employee performance issues; Provide technical assistance and training support to other Vice Chancellor units when necessary. For the VCR office, this work will be in supervising the Business Service Manager. For the VCHA office, this would be in directly working with the administrative head of each unit.
Work Location:
Hybrid – this role is eligible for a hybrid schedule of #3 days per week on campus and as needed for in-person meetings.

Qualifications:
Minimum Qualifications:
A bachelor’s degree in business, business administration, finance, accounting, healthcare administration, public administration, or a directly related field from an accredited institution.
A combination of education and related technical/paraprofessional experience may be substituted for the bachelor’s degree on a year for year basis.
The position requires 5 years extensive, diverse and progressively responsible experience, including direct responsibility for financial, Human Resources and administrative, preferably in an academic medical and/or research setting.
Applicants must meet minimum qualifications at the time of hire.
Preferred Qualifications:
PeopleSoft HR and Finance experience
University procurement experience
Masters degree in a related field
Knowledge, Skills and Abilities:
Proficient in Excel, Word, PowerPoint and Outlook.
Ability to prepare and present analytical assessments and reports, and to communicate professionally and effectively.
Superior skills in establishing work priorities, providing follow-through, and meeting established deadlines.

Anticipated Pay Range:
The starting salary range (or hiring range) for this position has been established as $106,525 – $135,499.
The above salary range ( or hiring range ) represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting. This position may be eligible for overtime compensation, depending on the level.
