The Division of Executive Budget and Finance (DEBF) provides accounting, budget, debt management and other financial services for state government. The division also includes fiscal and policy analysis to the governor for development of executive budget proposals and assists agencies in the technical preparation of budget requests. DEBF reviews legislation and prepares or coordinates the fiscal estimates that accompany all expenditure bills. This position is located in the Capital Finance Office in DEBF, which is responsible for the authorization, disclosure, issuance and post-issuance compliance of all debt obligations issued by the State. The Capital Finance Office is also responsible for the financial management of the State’s Environmental Improvement Fund.
This position will be headquartered at the DOA Office Building at 101 E. Wilson Street, Madison, WI 53703.
Under general supervision of the Capital Finance Director and Deputy Capital Finance Director, this position is responsible for various duties within the Capital Finance Office relating to general debt management and operations of the multi-billion State of Wisconsin Environmental Improvement Fund. Prepares for the sale and issuance of general obligation and revenue debt of the State of Wisconsin. Monitors outstanding bond issues to ensure compliance with federal and other legal requirements. Works on policy development, review of legislative proposals, and development of innovative initiatives related to financing for the State. Operations of the $6 billion State of Wisconsin Environmental Improvement Fund (EIF) and its two state-wide municipal bond and loan programs (currently the Clean Water Fund Program and the Safe Drinking Water Loan Program). Responsibilities generally include but are not limited to developing, maintaining, and using extensive and complex data and management information systems; analysis and documentation of EIF loan and loan portfolio analysis, and compliance with related municipal, state, and federal requirements. This position is in schedule-range (81-03) with a salary between $62,400 and $83,512, plus excellent benefits. A 12-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. For positions that do allow remote work flexibility, although residency in the State of WI is not required for permanent positions, it is not anticipated that working outside of WI or bordering cities will be allowed as positions may at times need to report to office locations in WI on short notice.
