Nature of Work
Department of Administration (DOA)/Finance/Kanawha Co.-Under limited supervision at the advanced level, this position performs a wide variety of complex accounting work. This position helps plan, organize and oversee activities in the Financial Accounting and Reporting Section (FARS) for the following statewide reports: Annual Comprehensive Financial Report (ACFR); Single Audit; Statewide Cost Allocation Plan (SWCAP); Annual National Association of State Budget Office Report (NASBO); Schedule A of the State Bond Documents; and other duties that may be assigned by the State Comptroller/Director of Finance. This position supervises and reviews the work of Financial Reporting Specialists and other staff. This position serves as a liaison with State agencies, independent auditors, and elected officials to issue policies, resolve problems, and complete assignments to meet both State and Federal deadlines. Reviews and approves financial statements, footnote disclosures, and/or audit adjustments. This position requires knowledge of GAAP/GASB standards and current authoritative guidance and makes decisions on the implementation of such standards. Must have detailed knowledge of wvOASIS. Responsible for supervision of a staff of two (2) Financial Reporting Specialists.

Minimum Qualifications
Training: Bachelor’s degree from an accredited college or university and may require up to 24 semester hours in accounting. Preference may be given to applicant with CPA certification, a Master of Public Accountancy or Master of Business Administration.
AND
Experience: Three (3) years of full-time or equivalent part-time paid experience at a progressive rate performing one (1) year of work at the Financial Reporting Specialist 1 level and at least two (2) years of experience at the Financial Reporting Specialist 2 level.
OR
Substitution: Graduate coursework in the above areas from an accredited college or university may substitute at a rate of fifteen (15) semester hours for every one (1) year of required general experience. A CPA certification shall be considered equivalent to the required experience.
