The Audit and Compliance Division (ACD) enforces compliance with New Mexico tax laws. ACD employs a variety of tax research tools to analyze tax data to improve efficiency, streamline processes, improve customer service, and to develop new compliance programs and tax collection initiatives. ACD promotes voluntary compliance of registering, filing, and paying taxes by educating taxpayers, promoting managed audits. The purpose of this position is to examine, analyze and interpret tax accounting records for the purpose of determining compliance with federal and state laws, statutes, rulings, and regulations, and generally accepted accounting and auditing standards; complete tax audits of corporations, businesses and individuals; prepare and presents audit reports.
The purpose of this position is to examine, analyze and interpret source documents to determine compliance with applicable federal regulations. Various documents and schedules are produced to communicate findings within the Federal Royalty Audit Bureau. The Federal Oil and Gas Royalty Management Act of 1982 authorizes the Secretary of the Interior to enter into cooperative agreements with States to share oil and gas royalty management information, and to carry out inspection, audit, investigation and enforcement activities on Federal lands. These cooperative agreements form the framework of the Office of Natural Resources Revenue (ONRR) relationship with States in the area of mineral revenue compliance functions. The State of New Mexico has participated in this program since 1993, auditing both in-state and out-of-state companies holding federal leases located within the State of New Mexico.
The occupation of Tax Auditor requires independence, complex analytical skills, and mastery of applying professional laws and standards sufficient to conduct complex assignments involving interfaces and interrelationships between and among programs, systems, functions and policies. They communicate with entities being audited, Certified Public Accountants (CPAs), attorneys, employees, managers, customers, legislators and other agencies. In-state and/or out-of-state travel may be required. Tax Auditors schedule audits; conduct analyses and inspections, and review operations and/or records; prepare and present reports of findings and recommendations to management, directors, or legislators; prepare audit working documents by examining, reviewing, and analyzing accounting, and inventory records. I ax Auditors monitor tollow-up on 1mp1ementat1on ot corrective actions; audit information system development, data processing administration and maintenance, computer control and operations, and/or management controls in an electronic data processing environment. Tax Auditors provide guidance, direction and interpretation of federal and state statutes, regulations, and Department policies to all taxpayers.
Tax Auditor Ills perform the following duties:
Conduct tax account audits on large businesses independently or as lead auditor of an audit team.
-Examine and test ledgers, journals, and other source documents, i.e. invoices, cash sales tickets, charge slips, bank statements, and/or cash register tapes.
-Determine appropriate sampling plan and apply sampling techniques as applicable.
-Verify the accuracy of taxpayers’ tax reporting against source documents.
-Assign specific audit tasks to audit team members and monitor their progress for completion.
-Conduct and/or participate in tax workshops and seminars.
-Assist in training auditors, particularly when assigned to an audit team.
-Prepare audit reports to include narratives and schedules for review by supervisor on findings and recommendations.
-Independently plan the course of action for auditing the taxpayer.
-Analyze, interpret, and apply appropriate tax laws, regulations and rulings to situations revealed during course of audit.
-Independently conduct tax audit research and fieldwork using internal and external data sources.
-Evaluate taxpayer accounting systems and internal controls for accuracy and completeness.
-Discuss with supervisor an audit selection and tax audit plan.
-Keep taxpayers and/or taxpayer representatives, to include CPAs and attorneys, informed and apprised of all phases of the tax audit process.
-Assist Legal Services Bureau in legal matters, related to audits, to include participating in informal and formal conferences, providing depositions, and/or testifying at hearings and/or District Court.
-May conduct or assist in special investigations of individual or business tax accounts.
-Answer taxpayer inquiries.

* Participating in internal and/or external financial or operational audits of accounting and other management control systems which also involves legal issues.
Bachelor’s degree in Accounting, Finance, Business Administration, or Taxation to include eighteen (18) semester hours of accounting or auditing (six (6) semester hours in finance or business law may substitute for up to six (6) semester hours of accounting or auditing) and two (2) years of experience in Auditing, Accounting, Taxation, Collections, and/or Finance. Possession of a Certified Public Accountant (CPA) certificate issued by the New Mexico Board of Public Accountancy may substitute for the required hours in accounting.

Must possess and maintain a valid Driver’s License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Must be current with all tax reporting/payment. Employment is subject to post offer pre-employment criminal background check to include fingerprint checks and is conditional pending results. In addition to the State background investigation, this position requires an additional post offer Federal background investigation, fingerprinting, and credit check as mandated by the cooperative agreement with the Department of Interior. Employment is conditional pending results.

Office setting, exposure to VisualNideo Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting or standing . Must be able to lift 25 lbs.
Occasional but essential working in loud noise areas. Required to frequently meet deadlines with severe time constraints .
Continuous interacting with the public required to include occasional irate customers. Frequent multiple demands from several people.
Travel both in state and out of state, depending on business need (not to exceed 20%).
