Job Summary
Working collaboratively under the direction of the Agency Chief Financial Officer (CFO) and in close consultation with the Commissioner’s Office, under general administrative oversight, this financial management position directs core financial planning, forecasting, analysis, and budgeting activities for the department including monitoring the agency’s financial health, focusing on the integrity and safeguarding of the public trust, and providing innovative financial management and reporting to internal and external audiences. This position also directs and holds ownership of the financial management and budgeting processes using the related statewide enterprise systems.
This position serves as primary backup to the Chief Financial Officer, including participating in official legislative activity, when necessary. Similar to the CFO, this financial position has DEED enterprise-wide contract signing authority, regardless of the dollar amount. This authority is solely delegated by the Commissioner and filed with the Secretary of State.
Responsibilities include:
Actively participate and manage the Financial Planning, Analysis and Reporting (FPAR) team during Continuity of Operations Planning (COOP) for a Federal and/or State Shutdown.
Actively participate and help shape the development of agency-wide or division-wide strategic planning for creative and innovative ways to improve agency services, meet agency goals or improve and document business processes.
Provide insightful analysis and forecasting that assist the organization and Commissioner’s Office in planning, strategizing and decision-making, and provides financial information that balances risks and priorities towards achieving the agency’s strategic vision and performance indicators.
Deliver sustainable value to the organization by not only being a financial expert, but a strategist as well, to respond to these situations with business intelligence, enhanced financial flexibility, and forecasting to anticipate and respond to disruptions and rapidly changing and evolving pressures effectively.
Qualifications
Minimum Qualifications
To receive credit for your education and experience, your resume should clearly describe how you meet each minimum and/or preferred qualification listed, including dates of employment.
Two (2) years of experience as a manager or supervisor of professional staff working within a financial management, accounting, budgeting, financial analysis, or reporting area within the past ten (10) years
OR
Five (5) years as an advanced level professional working as a team leader or equivalent in program administration within a financial management, accounting, budgeting, financial analysis, or reporting area within the past ten (10) years.
Applicants that meet the above minimum qualification will be further evaluated on the following:
Experience with PeopleSoft or similar software products.
Knowledge of Enterprise Resource Planning (ERP) accounting systems.
Working with budgeting, budget analysis, and forecasting sufficient to evaluate program results.
Knowledge of generally accepted accounting principles and practices (GAAP) for use in the development of budgets and spending plans.
Governmental budgeting and legislative processes sufficient to demonstrate political astuteness to support current programs.
Strong computer skills and advanced excel skills including expertise in working with spreadsheets and databases and use of pivot tables and advanced formulas such as VLOOKUP or similar functions.
Ability to write and speak effectively, and present information and financial results in clear and understandable terms to various audiences including levels of management and agency staff.
Abilty to interact, build collaborative partnerships, and establish effective working relationships with fellow supervisors, managers, division directors, board members, the public, and federal and state agencies and local units of government.
Ability to interpret and implement state statutes and federal regulations pertaining to funding.
Knowledge of principles and techniques of customer service sufficient to ensure that the administrative and business needs of department programs are fully supported.
Ability to coach employees and establish a working environment that promotes teamwork
Preferred Qualifications
Bachelor’s or higher in Financial Management, Accounting, Strategic Sourcing, Business Administration, Public Administration, Public Policy, or closely related field.
Knowledge and experience working with the state’s accounting and procurement system – SWIFT (Statewide Integrated Financial Tool).
Knowledge and experience working with the state’s payroll and personnel management system – SEMA4
Knowledge and experience working with the state’s enterprise systems including Fiscal Note Tracking System (FNTS), Budget Planning and Analysis System (BPAS), and Capital Budgeting System (CBS).
Managerial, supervisory or lead work experience sufficient to effectively oversee hiring, lead, motivate, develop, foster teamwork, assign work, evaluate, discipline, reward and manage direct reports.
Working knowledge of grant accounting, reporting, management, SWIFT grants module, and grant project identification / coding.
Working knowledge of Government Accounting Standards Board (GASB) sufficient to coordinate various phases of department / agency accounting functions and federal reporting.
Knowledge of indirect cost plans, rate-setting, cost accounting and cost allocation processes.
Knowledge of DEED’s business program areas, funding sources and mission.
Knowledge of laws, rules, and regulations, best practices, industry standards, and current developments governing state and federal budgeting, financial management, accounting, procurement, and contracting.
Experience in conflict resolution or resolving critical issues.
