Salary: $7,999 to $13,309 per month (EM-05, Minimum to Maximum)
The current vacancy is a permanent, full-time position.

Duties Summary
The Planning Program Manager directs and coordinates a major subdivision of the State’s program of public planning; establishes broad work plans and priorities; conducts program analyses and develops budgets; reviews operating procedures and policies and recommends revisions; reviews and evaluates project recommendations and assists in making presentations to the Governor and legislature; initiates cooperative agreements with other public agencies and develops contract agreements with private agencies; speaks before public groups; prepares reports and correspondence; and performs other related duties as assigned.
This class involves overall responsibility for all planning projects with regard to a MAJOR subdivision of the State’s program of public planning. It represents the work of a position at the branch chief level which functions in accordance with broad policy guides.
Minimum Qualification Requirements
To qualify, you must meet all of the following requirements:
Basic Education/Experience: Bachelor’s degree from an accredited four-year college or university.
Specialized Experience: Four and one-half (4-1/2) years of progressively responsible professional planning experience which included the collection and evaluation of an extensive variety of physical, social, economic and environmental data, determination of public opinion and general community objectives and policies to obtain a comprehensive prospective of conditions, and identify problems and opportunities in the area(s) of concern.
The experience MUST also show actual involvement in and responsibility for:
A. The integration of such information including: the consideration of relationships among resources, facilities, services, needs and values for the development of policy options, alternatives for action, programs and priorities to meet goals and objectives for a given geographic area of concern;
B. Advising and assisting agencies and administrators on planning concepts and methods, providing technical information and analyses for the formation of plans and programming of plans; and
C. Formulation and presentation of plans, and policy recommendations including alternatives and consequences of alternative actions to decision makers and at public hearings.
Such experience should demonstrate possession of the knowledge and general research sources and sources of environmental socioeconomic information, practices of public planning, and the ability to analyze facts and develop sound conclusions therefrom.
At least one year of the experience must have been comparable to the fully independent Planner V level in the State.
The Planner V conducts studies and prepares plans for the development of a geographic area, a major area of concern, public facility or activity; establishes and promotes effective relationships with other agencies and jurisdictions; and performs other related duties as assigned. The Planner V class involves the full range of professional planning work required in the conduct of major planning projects.
Supervisory Experience: One (1) year of professional planning experience which included:
A. Planning and directing the work of others (including professional planners);
B. Assigning and reviewing their work;
C. Advising them on difficult problem or potential problem areas;
D. Timing and developing subordinates; and
E. Evaluating their work performance.
Administrative Experience/Aptitude: Experience in the field of planning which involved active participation in and major responsibility for the development, management, evaluation, execution and coordination of planning policies, activities and programs. For the Planning Program Manager level, administrative aptitude in the field of planning, rather than actual administrative experience, may be accepted. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary administrative abilities and/or potential.
