The Hazard Mitigation Section consists of a team of dedicated and passionate professionals focused on increasing resiliency and reducing risk to lives and property throughout California.
The Hazard Mitigation Grants Division, Hazard Mitigation Quality Assurance Division, and Hazard Mitigation Planning Division make up the Section.
The Mitigation Assessment Unit, within the Quality Assurance Division, supports the Section and the Cal OES mission and strategic plan through the development and assessment of mitigation-focused projects.
Under the general direction of the Hazard Mitigation Quality Assurance Division Program Manager II, the Program Manager I (PM I), as the Mitigation Assessment Unit Manager, is responsible for the supervision, management, and organization of the Mitigation Assessment Unit and personally performs the most difficult or sensitive work.
Responsibilities include but are not limited to : the development and implementation of geospatial data tools, data resources, and programs that support the administration, monitoring, financial data reporting and compliance of federally funded and state administered hazard mitigation grants.
The Unit is responsible for validating the cost effectiveness of proposed mitigation projects. The Unit assesses the effectiveness of completed projects when tested by natural hazard events by conducting loss avoidance analysis and studies to measure the dollars saved.
Results will be used to guide and direct future mitigation efforts in California.
Members of this Unit frequently interact with stakeholders from Local, State, Tribal, Federal, community-based organizations, and private sector agencies.
This collaborative Unit supports the development and implementation of projects that reduce the risk to lives, property, and the environment throughout the State.
The position requires the incumbent to have a broad working knowledge of state and federal hazard mitigation policies and programs as provided under Federal Public Law 93-288, as amended (Robert T.
Stafford Act), the California Emergency Services Act, and the California Disaster Assistance Act (CDAA). The incumbent must possess a general understanding or experience with one or more of the following : hazard mitigation, risk reduction, geographic information systems, statistical methods, state and federal environmental policies, climate adaptation, environmental planning, and engineering, and / or architectural and geological techniques used in a wide variety of public infrastructure construction projects.

This position is located in the Mitigation Assessment Unit in Mather. Some teleworking days are allowed; however, the majority of this position’s schedule will be in person.
The ability to telework may be impacted by disaster and / or emergency events that may require full-time in person attendance.
Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises.

The Recovery Section is responsible for managing disaster recovery and providing assistance to local governments, special districts, certain nonprofit organizations, individuals, businesses and agricultural communities impacted by disasters.
The Recovery Section ensures state and federal support are provided in an efficient and timely manner throughout the recovery process.
In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings / nights, weekends, and holidays).
This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description.
