This position is located at the Department of Mental Health (DMH), Central Office, 2414 Bull Street, Columbia, SC 29201.

As the Financial Services Director, you will administer the financial operations to ensure that the Agency’s mission will be accomplished with fiscal accountability and integrity. Ensure the financial management policies and operations are executed in accordance with state and federal statutes and regulations.

Responsibilities for the Financial Services Director include but are not limited to:

• Provides leadership in maintaining the efficient and effective operation of all financial operations by monitoring and supervising the Agency’s internal financial controls and procedures. Financial operations include: Budget and Planning, General Accounting, Billing and Reimbursement, Procurement/Contracts, Cost Accounting/Reporting, and Accounts Payable. Provides consultation with Inpatient Services, Community Mental Health Services, Administrative Services and Medical Affairs divisions.
• Ensures compliance with all applicable statues and regulations. Advises Senior management of the impact of changing requirements on agency operations. Ensures timely and accurate reporting as required to State and Federal agencies and timely submission for (but not limited to) state budget requests, Compcontroller General audits, DSH, Federal Grants processes, fiscal year closing packets, procurement RFPs and reporting, and State accountability report. Determines fiscal impact on any/all changes in statutes/regulations on agency operations and planning.
• Coordinates the development and monitoring of the Agency’s annual budget to include accurate and timely submission to the Executive Budget Office. Monitors all division and department budgets and provides communication to rectify deviation from established budgets on a monthly basis.
• Ensures current financial information is accessible to the State Director and Deputy Directors and participates in State Director meetings to provide detailed status of agency budget. Presents budget status at monthly Commission meetings.

Minimum and Additional Requirements

State Minimum Requirements:
A bachelor’s degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, finance, or banking.

Agency Minimum Requirements:
A bachelor’s degree and prior professional experience directing an array of employees responsible for financial operations in health care and/or state government agency.

Experience must be at the management level of or within a large multifaceted state agency providing healthcare in facilities and locations to diverse populations. Experience in the financial management of a healthcare system required.
