OBJECTIVE SUMMARY: Manages plans, and implements fiscal services and functions to support hospital programs and fiscal objectives of the hospital district. Departments and functions include general accounting, patient financial services, budget, reimbursement, material management, information systems and financial analysis. Provides direction concerning the Hospital’s financial affairs, development of operating policies and procedures, Hospital district needs and priorities ESSENTIAL FUNCTIONS: Supervise accounts receivable staff, accounts payable staff, staff accountants, receptionist, office manager, and payroll administrator As a member of Administration, participates in the development of the district’s financial objectives; establishes and communicates the long-range financial parameters of a financially sound operation. Prepares periodic reports outlining the district’s financial position in all areas of assets, liabilities, cash flow, income and expense based on past, present and future operations. Advises the Chief Financial Officer and the Board of Directors on financial issues. Reviews, interprets, analyzes and communicates financial reports and data to administration and the Board of Directors. Organizes functions of general accounting, payroll, accounts payable, budget/reimbursement, patient financial services, and materials management and information systems. Plans with the Chief Financial Officer, financial policies/procedures for the institution to control the receipt of revenue, expenditure of funds and conservation of hospital assets. Evaluates and recommends changes in the hospital’s charging structures and rates as appropriate. Develops a budget program, providing a standard of measurement so the actual performance may be measured. Supports the management staff in the development of their departmental budgets. Researches, develops and implements district cash position and (Investment policies) assures investment of excess funds through King County Treasurer is accord with the policy. Plans and coordinates long term debt issues and establishes debt structure policies. Evaluates and assists in the development of the hospital’s clinic, PHO and MSO Reviews insurance payer contracts, negotiates rates where applicable and submits recommendations regarding program participation. Provides support for construction projects as appropriate. Assure that costs are appropriately accumulated and reported. Works to minimize District exposure related to construction projects. Attends required meetings and participates on committees as required. Participates in professional activities, Maintains professional affiliations to keep abreast of current trends and changes in legislation healthcare administration and finance. Contributes to the fiscal expertise of the management team through training programs and individual consultation. Ensures compliance with all fiscally-related requirements relevant to public hospital districts as well as other local, state and federal laws and regulation. Performs other duties as required/directed to assure department needs are met. REQUIRED EDUCATION: Bachelor’s degree in Accounting PREFERRED EDUCATION: MBA desired REQUIRED EXPERIENCE: Ten years of progressive financial management experience, including five years supervising full accounting staff ADDITIONAL ELIGIBILITY QUALIFICATIONS: CPA license required SKILLS: Proven analytical and management skills Ability to communicate effectively with all levels of management and proven interpersonal skills Ability to work in groups and individually with all hospital personnel Ability to use spreadsheet and other software applications WORK ENVIRONMENT: General office PHYSICAL DEMANDS: Sitting for extended periods of time with periodic standing and moving around.
