The Southeastern Pennsylvania Transportation Authority (SEPTA) is the sixth largest transportation system in the United States, with a vast network of fixed route services including bus, subway/elevated, trackless trolley, light rail, and commuter rail serving a 2,200 square mile service region.
We are currently seeking a Manager Financial Analysis (7005) in the Ops/Admin, Finance and Support.

Salary Range: Min: $74,256.00 – Mid: $92,820.00 – Max: $111,384.00

OVERALL DESCRIPTION
VEM
Plans, develops and manages the department’s annual operating and capital budgets/ projects and serve as the principal interface between the department and Finance. Gathers data and produces analytical reports on the department’s operations performance for management throughout Vehicle Engineering, Bus and Rail Vehicle Maintenance, as well as for other relevant departments.
SPECIFIC RESPONSIBILITIES
VEM
- Plans, develops and manages the department’s operating budget and capital project budget and assumes complete responsibility for routine and complex modifications, as needed.
- Provides to the Chief Engineering Officer and Chief Officers of Vehicle Maintenance, a constant flow of timely, accurate information regarding the financial condition of the department, including with respect to established goals and objectives.
- Provides to the Chief Engineering Officer and Chief Officers of Vehicle Maintenance, regular, timely and accurate reports on the attainment of established operational goals. These reports should provide all the information needed by departmental personnel to more productively manage their operations.
- Serves as the principal departmental interface with Finance for all budgetary matters and Operations Administration for all operational performance issues.
- Provides guidance and direction to subordinates and all other personnel involved in the budgetary process and create the positive environment needed to efficiently accomplish all prescribed goals.
- Represents the department in meetings and deliberations with Human Resources and Operations Training to ensure that the hiring process meets departmental and location needs and priorities.
- Routinely examines the models and systems needed to effectively track and monitor financial and operational performance control programs. Refine, modify, upgrade and/or replace as needed.
- Analyzes the performance measures utilized and refine, modify or replace as departmental goals and/or objectives are altered.
- Manages all aspects of the department’s materials and services.
- Performs other duties as assigned/required.
QUALIFICATIONS AND EXPERIENCE
Operations/Rail Transportation
- Bachelor’s Degree and a minimum of five (5) years of experience required in one or more of the following areas: budget preparation; financial monitoring and reporting; statistical analysis of transportation operations or other complex functions; transportation operations or other complex functions, contract administration/management required.
- An equivalent combination of experience and education (i.e., two (2) years of related equating to one (1) year of formal post high school education) may be considered in lieu of the above requirements.
- Excellent verbal and written communication skills required. Candidate may be required to bring and discuss examples of documents that demonstrate these skills.
- Excellent analytical skills required.
- Excellent computer skills required: Tableau and Success Factors preferred. Candidate must demonstrate Excel proficiency and may be required to bring and discuss examples of documents that demonstrate these skills.
