Chief Procurement Officer – District Office PRIMARY FUNCTION: The Chief Procurement Officer (CPO) is comprehensively responsible for leading and managing the Contracts and Purchasing Services department. Responsibilities include providing leadership and the operational services and support to ensure the College and its employees can obtain the best value in efficiently acquiring goods and services. Key business operations include procurement services, strategic sourcing, procurement card program, business contracts, construction-related contract services, leases, and real estate. The CPO must establish and maintain strong relationships across the College to communicate the department’s overall policies, guiding principles, strategies, and practices to ensure alignment with the needs and mission of the College in order to provide value, increased efficiency and reduce costs. The CPO will play a critical role developing and implementing long-term supply chain strategies that focus on strategic sourcing, effective contracting, data analysis, and providing high quality service delivery. The CPO will represent the department on the Strategic Leadership Communication Council and will lead and/or participate in significant projects in collaboration with peers to drive procurement/contracting best practices and generate benefits across the College. Essential Job Functions: Oversee the purchase of all supplies, services, and the Pcard program for the College. Manage, guide and develop members of the contracts and purchasing services team. Responsible for the review, design and execution of all procurement contract documents and business processes to provide reasonable assurance that financial assets are safeguarded, financial information is documented, and that the college complies with applicable laws, regulations, policies, and procedures. Ensure compliance with and maintain knowledge of applicable procurement rules, legislation, regulations, standards, and best practices and ensure they are followed across all stakeholders. Solve procurement and supplier problems and inspire issue resolution, both internally with stakeholders and externally with suppliers. Develop and sustain collaborative relationships with stakeholders and suppliers and actively engage with supplier outreach efforts and community involvement. Develop and implement policies and procedures that comply with existing laws and regulations as appropriate to assure compliance with changes in legislation. Provide advice and the preparation and/or review of documents related to procurement, contracts, license agreements, leases, real estate transactions, purchases, and risk management. Responsible for preparing and presenting departmental reports for the Administration, audit responses and accreditation documents for the department. Recruit, train and develop staff competencies to sustain the College in a manner that supports succession planning. Develop and deliver training sessions as well as outreach initiatives related to College procedures and purchasing opportunities to engage small and disadvantaged business entities. Identify and implement strategies for departmental and staff improvement processes related to customer service, procurement value, and cost savings goals. Knowledge, Skills & Abilities: Knowledge of and experience working with and interpreting relevant federal and state procurement rules and regulations. Strong leadership, organizational and administrative skills, with extensive work experience, expertise, and leadership responsibility in a public procurement operation. Experience writing, reviewing, and negotiating public procurement-related contracts. Experience interpreting policies and procedures related to procurement services. Demonstrated contract review, negotiation, communication, analytical, and prioritization skills. Strong focus on building multifunctional teams and client/supplier relationships. Strong organizational and analytical skills, critical thinking abilities, excellent attention to detail. Excellent verbal, presentation, and written communications skills. Ability to create and interpret financial information. Possess exceptional presentation and communication skills and experience in working with an executive leadership team. Ability to provide accurate, timely, responsive, and credible advice regarding procurement matters. An independent self-starter with a strong work ethic and learning agility, while being strategic in approach. Strong customer service mindset and irreproachable ethics. Strong working knowledge of procurement principles regarding contract review, drafting, negotiations and contract administration. Understanding of public procurement laws and processes, rules and regulations, and how to apply them. Able to interpret a wide variety of contractual types and corresponding terms. Able to diplomatically respond to and resolve sensitive or complex inquiries or complaints using written or verbal skills. Independent decision-maker while mindful of the impact on programs and student success. Ability to exercise innovative and critical thinking in evaluating situations and develop effective solutions. Demonstrated ability to work independently and produce results with minimum direction. Required Minimum Qualifications: Bachelor’s degree – BA or BS (preferably in business or related field) Ten years of experience in education or public sector procurement and contracting Five years of progressively responsible supervisory experience overseeing procurement operations and contract review Professional purchasing certification: CPPO, CPPB, CPM, CPSM or CTCD (formerly CTPM) Note: This position has opportunity for limited remote work arrangements with appropriate approvals and in accordance with the policies, procedures, and needs of the College.
