Manager of Program/Contract Finance
Job Summary
This is a Financial Management position responsible for direct support and tracking of customer programs in response to the contractual requirements of various data deliverables. Reporting Chief Financial Officer, and ultimately the President, the Manager of Program/Contract Finance will manage all financial aspects of contracts and be the liaison between the RDSI offices, program managers, and the customers regarding funding and status of task orders. The primary responsibilities of this position include but are not limited to:
Program Support:
(1) Work with the Corporate Office, to input, review, track and maintain contract data in CostPoint to generate the cost and labor reports required by contracts to ensure accurate reporting.
(2) Work with RDSI Program Mangers to compile spend plans for multiple contracts aligned to the individual Sub-Line Item Number (SLIN) in order to estimate, balance, and accurately report hours and dollars so that they are able to provide accurate reports to their Government representatives.
(3) Develop and provide accurate projections for Estimate at Completion (EAC) in order to project when additional hours or resources may be required to complete tasking.
(4) For any contracts where RDSI is a sub, monitor funding and work with the corporate team to proactively request funds from the Prime, to ensure consistent funding.
(5) If RDSI wins a contract that is financially based, you may be appointed as the Program Manager and be the point of contract with the customer
General Support:
(1) Assist the President/CFO to develop long range financial planning goals, budgets, identify resources for capital investment planning, conduct financial analyses of competition bid strategies, identify Price to Win (P2W) strategies, develop cost proposals and provide cost guidance to subcontractors, and assist in the implement of financial administration
(2) Advise the Senior Management team and other senior leaders on business and financial strategies, process improvement, and identify areas for operational efficiencies
(3) Be responsible for strategic business planning and for ensuring that financial practices, planning efforts and administrative functions are aligned with and in support of strategic goals
(4) Be responsible for integrating RDSI with other similar organizations and for helping the team target new business ventures and identify opportunities that target significant growth potential
(5) Train, if necessary, and become RDSI’s CostPoint expert to be able to advise the Corporate Office and CFO regarding how to exercise its efficiencies.
(6) Manage RDSI’s Finance Team in the RI/CT Offices
(7) Participate in the New Hire and Payroll Review Processes and give approval as to whether a program can support proposed hiring or payroll increases.
Requirements/Qualifications
· MBA or Bachelor’s degree in Accounting or Finance (or a related discipline or equivalent combination of education and experience)
· 10+ years of progressively responsible financial management experience with comprehensive experience in strategic business and planning initiatives and financial planning
· Demonstrated ability to develop and implement strategies, plans and budgets in a complex, fast changing environment
· Demonstrated success with, and knowledge and understanding of, finance and budgeting, analysis and reporting and information technology programs in support of a high performing organization
· Demonstrated ability to communicate effectively both verbally and in writing, and the ability to work closely with and collaborate with senior level administration and Government personnel
· Good interpersonal and communication skills
· Proficiency in Excel and Costpoint
· DoD Contract experience a plus
