WHAT YOU WILL DO
The primary purpose of this position is to process accounts payable activity for the agency.
ESSENTIAL JOB FUNCTIONS: All performed with an Equity & Racial Justice Lens
Accounts Payable Support
* Maintain the Statewide Financial Management System (SFMS) vendor file. Query the system for existing vendors to determine accuracy of entity. Contact vendors to obtain accurate and complete Taxpayer Identification to ensure legal compliance. Coordinate with SFMS statewide vendor desk to create or correct vendor profiles.
Notes Receivable
Query SFMA loan balances and reconcile to amortization schedules, identify any discrepancies, ensure all payments are recorded and that new loans are recorded in the accounting system, and set up new loan amortization schedules.
System Payment Batching
In coordination with program staff, develop processes for weekly batching of payment details for new program areas, learn various new systems, work with program staff to reconcile and confirm batch payment activity and totals.
Accounting Entries
Prepare and perform entries into SFMA to record disbursement transfers, subgrantee payments, corrections/adjustments, and internal transfers.
Deposits
Perform cashiering functions, logging checks under dual control, compile check detail and prepare deposit for armored car exchange.
ACH Origination
Maintain and enter new account profiles in ACH origination software to support ACH debits and credits.
Other Duties
Learn and use query tool to export SFMA accounting data in order to support research, reconciliations, and analysis functions.

Experience in interpreting and applying federal and state, rules and requirements, accounting policies and principles, and statewide and agency policies and procedures.
Extensive experience using query tools to perform research, analysis, and to locate errors in accounting records.
General knowledge in computerized accounting systems and how they aid in compiling, maintaining, and using accounting information.
Organizational skills and ability to manage deadlines.
Strong analytical ability and attention to detail.
Ability to reconcile multiple sets of data and compare to relevant data sources and control totals.
Excellent verbal and written communication with multiple stakeholders.
Solution oriented, self-motivated, and a team player.

MINIMUM QUALIFICATIONS
We recognize that your time is valuable. We will be looking for the following minimum qualifications in addition to the skills listed above:
Possession of a Certified Public Accountant or Certified Government Financial Manager certificate.

A Bachelor’s degree in Accounting.
-OR-
A Bachelor’s degree in any discipline that includes or is supplemented by 32 quarter (21 semester) credit hours in accounting from an accredited institution.
-OR-
32 quarter (21 semester) credit hours in Accounting from an accredited institutionANDtwo years of technical, para- professional accounting experience to include: a) classifying, analyzing, and reconciling financial data and records; b) designing, recommending, and installing modifications of accounting methods, procedures, forms, and records; c) preparing financial statements and reports; d) analyzing and interpreting laws, regulations, codes, and ordinances to ensure the legality of financial transactions; and e) analyzing, interpreting, and making recommendations related to accounting transactions, accounts and account relationships resulting in accounting entries.

CONTROLLERS OFFICE: ACCOUNTING SECTION
The Controller’s Office includes the Procurement and Grant Compliance Section, which delivers grants and monitoring, and procurement and contracts. It also includes the Accounting Section, which is responsible for all agency accounting functions and the operating budgets. OHCS’s Controller’s Office provides essential services to support the agency’s leadership and workforce to achieve the Department’s mission. Work performed in this section ensures accountability, transparency, and stewardship of resources.
The Accounting Section of the Controller’s Office includes general accounting functions for all aspects of the agency to include accounts payable, accounts receivable, grant management reporting, sub-grantee distributions, federal draws, financial reporting, management of general ledger structure and systems development to support accounting transactions, annual audit and statewide financial statement support, investment accounting, and enterprise financial statement and disclosures preparation. This section is responsible for the agency’s section operating and program operating budgets and ensures accountability and stewardship of resources.
